Meanwhile, the Provincial Board of Hygiene, which met under the chairmanship of Governor Aydın Baruş, determined the measures taken with regard to the HEPP code inspections.
The verdict is as follows:
“The Provincial Board of General Hygiene met on Wednesday 09/30/2020, in accordance with articles 23, 27 and 72 of Public Health Law No. 1593, under the presidency of Governor Aydın BARUŞ, and resolved by discussing the following issue.
In addition to the rules of cleaning, mask and distance, which are the basic principles of the period of controlled social life in which we find ourselves, compliance with the measures determined for all lines of business and living spaces is of great importance for the successful fight against the epidemic.
On the other hand, in the fight against the coronavirus epidemic, the isolation of people diagnosed with the disease or in contact with society is one of the most important issues to consider in this process. In this direction, the Ministry of Health developed the application “Hayat Eve Sığar (HES)” to reduce the risk of contamination and to ensure that people diagnosed with the disease and those in contact with the disease are identified and isolated.
In accordance with the relevant decisions of the Provincial Board of General Hygiene, it is mandatory to consult the HES code in urban or interurban public transport.
At the current stage, it has been deemed necessary to take the following measures for accommodation facilities as of 09.30.2020 in terms of the HES code control application.
In this context;
In all accommodation facilities (hotel, motel, hostel, guest house, camp, etc.) without any discrimination (private public, licensed / uncertified tour company, license administration), clients are asked for the code of Hayat Eve Sığar (HES) request and the necessary consultation. then the client is admitted to the accommodation,
The HES code consultation is carried out during the acceptance of the clients to the accommodation establishment, the acceptance of the people who have no risk (diagnosed or not contacted) to the establishment as a result of the consultation,
According to the provisions of the second and the first additional article of the Identity Reporting Law No. 1774, the customer information communicated to the general agents of the law by the accommodation facilities is also questioned according to the Covid diagnosis -19 or contact status within the framework of data integration provided by the relevant general law enforcement unit with the Ministry of Health. ,
Regarding the people who were diagnosed with Covid-19 or who were in contact both during entry to the accommodation, the interrogation carried out by the agents of the general order and during the stay, the Provincial Board of General Hygiene dated 06.03.2020 and numbered 2020/78 and date 09/11/2020 Comply with the necessary work and procedures in accordance with the provisions of section 87.2 of the article entitled “Measures to be taken in accommodation establishments” of the Epidemic Management and Work Guide of the Ministry of Cheers with decision no.
In this context, with respect to people diagnosed with Covid-19 or who are in contact;
– Clients diagnosed with Covid-19 or who understand each other in contact, as required by the Circular of the Ministry of Culture and Tourism dated 08/12/2020 and No. to be placed in the “guest isolation rooms” created,
– In cases where the number of isolation rooms for guests is insufficient, the local administrative authority will take the necessary measures, taking into account the provisions of the pertinent Provincial General Hygiene decisions and the Outbreak Management and Work Guide.
5- As a consequence of the inspections carried out by the provisions of this Provincial General Hygiene Decision, the accommodation facilities that allow clients who should not be accepted according to the HES code consultation or according to the result of the consultation are suspended from the activity by the corresponding District Governments for 10 days,
Act in accordance with the pertinent articles of the Law, in particular the imposition of administrative fines in accordance with article 282 of the General Hygiene Law No. 1593, against those who fail to comply with the aforementioned decision, in accordance with the articles of the Law , It was unanimously resolved by those attending the meeting to initiate the necessary legal procedures in the scope of the article.
