In this context, it was recalled that with the circulars sent to the provinces before, the obligation to issue tickets was imposed after obtaining the code through the Hayat Eve Sığar (HES) application in interurban public transport vehicles (plane , train, bus, etc.).
However, in practice, it emerged from the complaints that some companies engaged in inter-city passenger transport did not comply with this standard from time to time and therefore some measures were necessary.
The measures taken in the circular are listed below:
“The HES code will be requested from customers during all types of ticketing transactions (via internet-telephone or in person) by companies that carry out interurban passenger transport (bus, midibus, minibus, etc.) and will not be sold tickets without the HES code.
The HES code of passengers will also be reviewed while taking passengers to vehicles with intercity passenger transport, and passengers will be able to board the vehicles if it is understood that there is no harm in boarding the vehicle.
Relevant company officials will make the necessary notification to law enforcement units and health institutions for people diagnosed with Kovid-19 or who are in contact during the HES code check during ticket sales and entrance to the vehicle.
The problems of not selling tickets without the HEPP code by law enforcement units, especially traffic units, and not taking passengers to vehicles with intercity passenger transport will be effectively controlled.
Mandatory isolation for those traveling without an HES code
According to the circular, district governors / governors will apply the necessary administrative fines to companies that sell tickets to passengers who do not have an HES code as a result of the inspections, and vehicles that accept passengers without an HES code will be prohibited for 10 days. .
As a result of the inspections, people who have been diagnosed with Kovid-19 or who are traveling by public transport between cities without an HES code will be subject to mandatory isolation in dormitories or shelters determined by the governments.
The Circular asked the district governors and governors to urgently take the necessary decisions within the framework of these principles, in accordance with articles 27 and 72 of the General Hygiene Law.
In the circular, in which it was indicated that there would be no interruption in the implementation and no grievances would be generated, it was indicated that those who fail to comply with the decisions will be subject to administrative action in accordance with the pertinent articles of the General Health Law.
It was also noted that the necessary legal procedures will be initiated in the area of article 195 of the Turkish Penal Code in relation to acts constituting a crime. The activities of İzmir and Talimhane have been postponed.
