As in recent weeks, curfews will apply this week. The curfew will take place between May 16 and 19 this week. A circular on the restriction was issued for 15 days in 15 provinces. So in which provinces is there a curfew for 4 days?
WHAT PROVINCES ARE FORBIDDEN TO THE STREET?
In the Circular, to bring the effect of the measures taken to the reduction of transmission speed to the highest level; It was indicated that the provincial governors should take the following additional measures in accordance with Article 11 / C of the Provincial Administration Law and Articles 27 and 72 of the General Sanitary Law, including 14 provinces with metropolitan status and the province of Zonguldak.
In this context;
1- Ankara, Balıkesir, Bursa, Eskişehir, Gaziantep, Istanbul, Izmir, Kayseri, Kocaeli, Konya, Manisa, Sakarya, Samsun, with the exception of the following exceptions, between the hours of 15.05.2020 and 24.00 and 19.05.2020, Our citizens, who are within the borders of our 15 provinces, including Van and Zonguldak, will not be able to take to the streets.
2- THE OPEN BUSINESS, THE BUSINESS AND THE INSTITUTIONS
To minimize the effects of curfew restrictions on daily life;
a) Market, supermarket, greengrocer and butcher;
a.1- Before the restriction of the curfew, the markets, supermarkets, greengrocers and butchers may continue their activities until 23:00 on Friday 15.05.2020.
a.2- On May 16, Saturday and May 17, Sunday, when curfews are restricted, markets, supermarkets, greengrocers, butchers and businesses that sell online will also be closed.
a.3- Markets, supermarkets, greengrocers and butchers can operate between 10:00 and 16:00 on Monday, May 18 and Tuesday, May 19. Citizens (except over 65s and under 20s) can go to the nearest markets, supermarkets, greengrocers and butchers (except for our disabled citizens) as long as they are limited to meeting their mandatory needs and not using a vehicle . Between the same hours, markets, supermarkets, greengrocers and butchers may also sell to the house / address.
b) On May 16, Saturday, May 17, Sunday, May 18 and Tuesday, May 19, the licensed bakery and / or bakery workplaces and bread vendors of these businesses will also be open. (You can only sell bread, bakery, and desserts at these workplaces.)
On 16.05.2020 Saturday, 17.05.2020 Sunday and 18.05.2020 Monday, 19.05.2020 Tuesday, workplaces that sell desserts can only be sold as a home delivery service.

ç) Workplaces that carry out activities related to the production, transportation and sale of medicines, medical devices, medical masks and disinfectants.
d) Public and private health institutions and organizations, pharmacies, veterinary clinics and hospitals for animals.
e) Public institutions and organizations and companies (airports, ports, border gates, customs, roads, nursing homes, nursing homes, rehabilitation centers, emergency call centers, AFAD units, Vefa social support units, migration administration , necessary for the maintenance of compulsory public services, PTT, etc.),
f) Number of fuel stations and tire repairers to be determined by district governorates / governorates, one for every 50,000 inhabitants and one for every 50 km on the highway and intercity highway, if any, within the city limits. repair shops will be determined by lottery and markets for duty service stations will be open).
g) Large plants and companies that operate strategically in the natural gas, electricity, and petroleum sectors (such as refinery and petrochemical plants and thermal and natural gas conversion plants),
ð) Companies that distribute drinking water and drinking water filling facilities, newspapers and kitchen tubes,
h) animal shelters, animal farms and animal care centers,
ı) Emergency construction, equipment, etc. to increase the capacity of health services. companies / companies that carry out the activities,
i) For the production of basic foods such as pasta, flour and bakery products, milk, meat, fish and the production of basic foods such as pasta, flour and bakery products, as well as hygiene materials, and for the production of these materials , provided that the Provincial / District Hygiene Committee allows the location. facilities where the raw materials that are needed are produced,
j) Domestic and foreign transport (including export / import / transit passes) and logistics companies,

l) Production facilities that provide packaging to sectors such as food, cleaning and medicine,
m) Large constructions and mines, construction or construction of which continues, by housing employees at the construction site located at the construction site / mining area. Work area is limited to construction area / mining sites only),
n) Newspapers, radio and television organizations and newspaper printers,
o) Subject to export, which has been previously contracted / committed and must be trained within the specified period; workplaces and facilities that produce goods, materials, products, equipment (provided that they demonstrate their current obligations and comply with the aforementioned conditions),
ö) Agricultural credit cooperatives that sell fuel for agricultural purposes,
p) Taking into account the agricultural activities related to rain during the restriction period, it will be determined by lottery according to the need determined by the governorates / district governorates; pesticides, seeds, seedlings, fertilizers, etc. companies that sell products related to agricultural production,
3- PEOPLE WITHIN THE SCOPE OF THE EXCEPTION
a) Managers, officers or employees in the “Open Business, Companies and Institutions” included in title (2) of this Circular,
b) Those in charge of guaranteeing public order and security (including private security officers),
c) Those who work in Emergency Call Centers, Vefa Social Support Units, Red Crescent and AFAD,
ç) Those who work in funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,
d) Electricity, water, natural gas, telecommunications, etc. Those who are in charge of maintaining transmission systems and infrastructure that must not be interrupted and eliminate their failures,
e) Those who are involved in the transport or logistics of products and / or materials (including cargo), within the scope of national and international transport, storage and related activities,
f) Elderly, nursing homes, rehabilitation centers, children’s homes, etc. employees of social protection / care centers,
g) Those with “special needs” such as autism, severe mental retardation and Down syndrome and their parents / guardians or companions,
ğ) Iron-steel, glass, ferrochrome, etc. Those who work in the departments of the workplaces that operate in sectors that require a mandatory operation, such as high-quality furnaces for the extraction of mineral / ore and cold storage,
h) Employees of data processing centers of institutions, organizations and companies, which have a generalized service network, especially banks, (with a minimum number),
i) Employees who work in the production, processing, marketing and transportation of plant and animal products at risk of deterioration,
i) Those who graze sheep and goats carry out beekeeping activities,
j) Members of the Animal Feeding Group and those who will feed stray animals created within the scope of our Circular No. 7486 dated 04/30/2020,
k) Those who leave to satisfy the obligatory need of their pets, provided they are limited in front of their residence,
l) Those who distribute bread during the restriction and those who serve restaurant houses, restaurants and confectioneries, and those who serve markets, supermarkets, greengrocers and butchers between May 10 and 16, 2020 and on Tuesday, 19.05.2020,
m) Those who have mandatory medical appointments (including blood and plasma donations to Kızılay),
n) Bedroom, hostel, construction site, etc. those who are assigned to meet the basic needs that those who stay in public places will need,
o) Employees who are at risk of leaving their workplaces due to occupational health and safety (workplace doctor, etc.),
ö) Veterinarians,
p) Those allowed by the Provincial / District Health Committees according to the regional characteristics within the scope of activities such as plantation-plantation, sprinkler irrigation, which are necessary for the continuity of agricultural production.
r) Technical service employees, provided they document that they are outside to provide the service,
s) Those who constantly wait for their workplaces during the hours / days when their workplaces are closed,
ş) Personnel who work weekends, Monday and Tuesday to carry out public transport, cleaning, solid waste, water and sewerage, disinfection, fire services and municipal cemeteries,
t) To avoid the supply chain interrupting the curfew, there are markets, supermarkets, greengrocers, butchers between Tuesday from 07.00 to 10.00, between Tuesday from 07.00 to 10.00 and markets after 18.00 on Tuesday and 19.05 .2020, Those in charge of the transportation, acceptance, storage and preparation for sale of materials and products (Goods, materials or products cannot be sold under this article),
u) Employees in the manufacturing and logistics of explosives used in mining, construction and other large investment projects,
ü) On Sunday, May 17, 2020, between 11.00 and 15.00, our citizens over 65 and their companions when necessary, as long as they are limited to walking distance, complying with the social distance rule and using a mask,
v) They will establish personal relationships with their children within the framework of the judicial decision (whenever they present the judicial decision),
It is essential that all of our citizens stay at home, with the specified exceptions.
The travel permit documents will be valid for the curfew.
· Municipalities will take the necessary measures to guarantee public transport for public officials who are responsible for establishing public order, especially health and safety.
· To ensure the regular distribution of bread, a commission will be established under the chairmanship of the governors and district governors, with the participation of representatives from the bakery hall, local government, police and gendarmerie, who will receive a muhtar opinion for each neighborhood, and the province / district will produce bread in the province / district, according to the plan. The distribution regions (neighborhood / street / street scale) for which the locations and vehicle lists will serve for each distribution region will be determined. In addition to planning to do so, only Vefa Social Support Units will be able to distribute bread.
· On Saturday 16.05.2020 and Sunday 17.05.2020, where there is a curfew, the distribution of newspapers will be carried out through the distribution vehicles of the newspaper companies to operate in a ring form, the distribution distributors of designated drinking water and Vefa Social Support Units (in this context, newspaper distribution is essential as a home service). . On Monday 18.05.2020 and Tuesday 19.05.2020 the distribution / sale of newspapers will take place through markets and supermarkets.
· Decisions on article (i) of heading (2) of “Circulars, companies and institutions” and (p) of this Circular (3) by the Provincial / District Hygiene Board no later than 14.05.2020 It will be taken until 22:00 on Thursday.
Depending on the status of the violation, especially by the Governors / District Governors regarding the aforementioned measures, the necessary decisions are made promptly, so as not to cause any problems in practice and not to cause victimization, and impose administrative fines in accordance with Article 282 of the Public Health Law. The necessary legal proceedings will be initiated within the scope of article 195 of the Turkish Penal Code with respect to the behaviors that constitute a crime.
