Ankara Metropolitan Mayor Mansur Yavaş criticized that the lending authority granted to presidents for years was rejected by the votes of AKP and MHP members at the Metropolitan Municipality Council meeting.
At the Municipal Assembly meeting, which was held yesterday and was broadcast live through social media accounts, the decision on granting debts to mayors caused controversy.
The presidential letter on the authorization of borrowers not to exceed the 10 percent limit used by mayors for years, vetoed in the term of President Yavaş.
CRITICISM OF “EMSAL DECISIONS ARE NOT IMPLEMENTED” BY PRESIDENT YAVAŞ
In response to criticism of AKP Group Vice President Murat Köse’s request to change the limit to limit it to 100 million lire, President Yavaş made the following evaluations explaining previous decisions and practices made in the previous period:
“For example, there is an example for 2010. According to Article 68 of Law No. 5390, it has been decided that the upper limit of the City Council’s authority limit is 10 percent each year, without exceeding the upper limit. Therefore, it is not necessary to determine the number. There are preceding decisions before. When you say 10 percent of the completed budget, you can’t exceed 10 percent of that penny. No need to write numbers. We are now discussing waste as demanded as £ 100 million. Mr. Murat, do you have any reason for 100 million lire? For example, why not 150, not 350, or why not 100, not 50? We paid the debt of previous administrations about a billion last year. Currently, there is an interest debt of 971 million lire. We pay 50 billion every month. We are not saying that we will not pay it because it is not our debt but it is not ours. This loan has been granted by the Municipal Assembly almost in a final way, that is, you can use it as much as you want. Now I am trying to understand if the mayor is from elsewhere. Because this authority was granted to the mayor in 2009, after the 2014 elections. Why 100 million now?
“ÇOMAK SOKAN WILL BE REQUIRED TO RESPOND TO ALL”
The mayor of the metropolitan municipality Mansur Yavas, who approved the decision to grant the mayor 100 million lire instead of 10 percent after the discussions dragged on, continued his speech with the following words:
“It was approved by a majority of the votes in the amount of 100 million lire as requested by the opposition. This will have a natural responsibility, friends will have political responsibility. How much has been given in previous years, how it has been given with interest, what is the application now, you will see them on billboards and televisions from now on. Because the Ankara people gave us power, they trusted us and they want us to manage it in the best way. Everyone who joins a club will receive the necessary response. “
POWER TO LOAN TO THE CORNER FROM THE UPPER LIMIT
AKP Group Vice President and Mamak Mayor Murat Köse, who discovered that the debt of ABB President Mansur Yavaş could borrow up to 10 percent of the budget, obtained the authority to borrow from the upper limit of his municipality . With the decision made at the Mamak Municipal Council on January 6, 2020, Köse received the authority to borrow 38 million 651 thousand 144 liras and 10 kurus. On the other hand, ABB President Mansur Yavaş wanted to replace asbestos pipes that threaten public health by obtaining authority from the upper limit.
