The type and amount of assistance provided through the Ministry of Family, Labor and Social Security (MoFLSS) is increasing from year to year. The number of people receiving state aid under different names exceeded the number of people receiving pensions from Bağ-Kur and Emekli Sandığı, almost approaching the number of active insured.

The number of aid that closely affects our at least 15 million citizens has reached 43. Stating that aid should reach the most needy, retired civil inspector Mahmut Esen stated that instead of grace, it is necessary to obtain a social right.

Stating that social assistance provided to low-income and needy people in our country is increasing every year, Esen noted that according to TÜİK’s Social Protection Statistics, a total of TL 442.6 billion was spent on social assistance for 14 million 389 thousand people in 2018. Esen evaluated the results of the investigation as follows:

In 2018, 442.6 billion lire of social aid was spent.

10.5 PERCENT OF THE BUDGET

AÇSHB spent a total of TL 105.3 billion in 2019 within the scope of social security and social assistance services (with payments like pension insurance financing gap, employer premium discount, etc.) . MoFLSS ranks third among general budget public administrations with a spending of TL 105.3 billion. This amount corresponds to 10.5 percent of the total expenses of the general budget.

It is understood that MoFLSS expense growth will continue for years to come. In fact, due to the payments of the Pandemic Social Support Program implemented in 2020 (donations of 1,000 TL to needy families and families receiving monthly application) In the first six months of 2020, it was made in 74 billion TL with an increase 48.3 percent compared to the same period of the previous year. A total of TL 55 billion was spent in 2019 through the General Directorate of Social Services.

REGULAR HELP AND HOURS

During the year, a total of 3,282,975 households benefited from periodic and temporary aid, most of which was provided through Foundations for Social and Solidarity Assistance. The number of households that receive regular assistance is 2 million 501 thousand 106. The number of households that receive regular assistance has exceeded the number of beneficiaries of retirement pensions under the Pension Fund or Bag-Kur, approaching the number of active insured .
