Trump intends to announce an update in the New STAR Agreement on Nuclear Weapons Management to get another win for foreign policy ahead of the election, unidentified sources familiar with the talks told the network.
Officials are apparently investigating various times and locations for a potential meeting between the presidents, including around the time of the United Nations General Assembly next month in New York.
The presidents were able to advance negotiations by voting on a plan to move forward on the expansion of New START, which expires next year, three sources told NBC News.
“He wants it to show his deal-maker capabilities,” said one source. “It’s just a big stage.”
The U.S. Special Envoy for Arms Control, Marshall Billingslea, is scheduled to meet Monday with Russian Deputy Foreign Minister Sergey Ryabkov for new START negotiations, according to the state. The two countries are struggling to reach a deal at early stages of the agreement, prompting a defense official to say that a meeting with the presidents would help it move forward.
Some of Trump’s advisers reportedly opposed the meeting, pointing to reports that Russia could try to intervene in the 2020 elections and intelligence that the Kremlin is offering bounties to militants for killing US soldiers in Afghanistan. They also said it could reinforce his opponents’ arguments that he is too close to Russia, NBC News noted.
