The difference between the CM and DPM models is that the DPM has a freely selectable board. And only this council determines the establishment of the government, and the government will end only by the council.

As for CM, the formation and termination of a government depends on both the Council and the monarchy. The council is based on the legitimacy of the monarchy and the monarchy must be based on the legitimacy of the council. The establishment and termination of a government to be justified must include elements of both the Council and the monarchy.
