The Federal Council has approved a new postal ordinance. The delivery time requirement for subscribed newspapers is included for the first time. The Post must meet the requirement that newspapers be delivered before 12:30 at least 95 percent, as the Federal Council announced Friday. You must account for this in your annual report to Postcom’s supervisory authority.
The criteria for home delivery have also been tightened. Until now, the position of the capo Roberto Cirillo (49) was obliged to hand over to all the settlements made up of at least five houses inhabited throughout the year. In addition, he had to make deliveries to year-round inhabited houses outside a settlement, the distance from the settlement not exceeding two minutes by car.
Every house has to be stocked
Swiss Post is now required to deliver home deliveries to all homes throughout the year. You can only stop or restrict home delivery in exceptional cases. There is an exception, for example, if the risk to delivery personnel must be accepted. However, Swiss Post has yet to offer a replacement solution in any case.
In the future, Swiss Post may also offer recipients the option of receiving registered items directly by means of an electronically issued authorization. The approval replaces the physical signature on paper or an electronic recording device.
Only forced to make domestic payments
Provisions for basic services in payment operations are also being adapted. According to the Federal Council, these have proven to be insufficiently effective in judicial practice. It was not clear enough from this that the basic service in payment transactions only had to be provided within Switzerland and therefore did not include any cross-border transactions, according to the communication.
The conditions under which Swiss Post may exceptionally reject a contractual relationship have also been specified. In the future, Swiss Post may exclude customers from the use of payment transaction services if compliance with the duty of care under anti-money laundering laws results in disproportionately high costs for Swiss Post.
