Due to the current crown crisis, many self-employed people have had to close their businesses in the past few weeks. In order for those affected to make ends meet despite the lack of income, they are compensated with daily rates in accordance with the regulations governing labor benefits. Carmen Cavegn, owner of the Karlihof bookstore in Chur, is also demanding compensation from the crown, as reported by the weekly newspaper (WOZ). She receives CHF 1.60 times 15 days – less CHF 1.25 deduction for OASI. In other words, they pay him 22 francs and 75 cents a month.
Cavegn himself says that she did not expect much, but that she was not prepared for this stupid advice. Therefore, she first believed in a misunderstanding. However, after calling the Graubünden Social Insurance Institution (SVA), it turned out that everything was calculated correctly. Carmen Cavegn is said to cope with 1.60 francs per day. The bookstore owner can’t understand that: “How is that supposed to work?” You have an apartment, a child, a dog and a cat, all this costs money.
It is also not alien to the SVA. Because until closing due to the blockade, Cavegn received around 1,200 francs a month for caring for his disabled boarding school, it is said. Consequently, the SVA must be well aware of Cavegn’s circumstances and financial situation. At the request of WOZ, SVA Graubünden does not comment on the situation in detail. It is a federal and cantonal implementing agency and must comply with legal guidelines and foundations.
There is no good will for Cavegn
According to the OE, the crown compensation amounts to eighty percent of income. The maximum daily rate is CHF 196. However, unlike civilian and military service, there is no minimum daily rate. This is unfavorable for low income self-employed workers. In Cavegn’s case, his crown compensation was calculated based on the 2017 tax return. This year, he took over the bookstore and put in more money than he had taken. Her income has also been overestimated in recent years. That is why the trustee von Cavegn recompiled the tax documents and partially resubmitted them.
However, Carmen Cavegn could not expect the good will of the authorities. “As always with social security, entitlement to benefits and performance measurement follow clear and legally defined criteria. Goodwill has no place in a social security system, “a spokeswoman for the Federal Social Security Office told WOZ. Crown compensation should also be a schematic rule due to the large number of beneficiaries. This scheme by the authorities, however, makes Cavegn angry: “SVA costs more to prepare than I do,” she says.
The work continues differently.
However, Cavegn does not want to lose hope. “After all, all the books are really mine,” she says. I knew the bookstore would not make her rich. However, she took over and invested a lot of time. She was in the bookstore seven days a week. And Cavegn also works during the confinement. Because he coordinates the Altstadt Chur aid group at the Karlihof. Volunteers buy people from the risk group. So she is engaged and not a little happy with the system, Cavegn himself emphasizes. (Paa)
