About three hours. The same crown rules applied in Switzerland for so long. At 3:15 p.m., the Federal Council announced a mini-closure: restaurants will have to close for a month starting Tuesday. Also, gyms, museums and cinemas.
The shops can remain open, as before, until 7pm. Only the number of customers in a store has been reduced. But everything has to be closed on Sundays, including shops at train stations and at the airport, gas station shops, and newsstands.
In the “Lex Gipfeli” there was unity
There is even a regulation for bakeries, around the confusion: in the “Lex Gipfeli” it was determined that bakeries can open on Sundays, provided that they achieve two-thirds of their turnover with baked goods. Affiliated tea rooms cannot receive customers.
There was a great unity in the government: Federal President Simonetta Sommaruga (60, SP) emphasized several times that the decision had been taken unanimously. In fact, according to information from VIEW, the two SVP federal councilors, Ueli Maurer (70) and Guy Parmelin (61) also participated.
That was not enough for Aargau
At 6pm, things got complicated again: the canton of Aargau decided that the bars should close on Monday, and so should the shops! Grocery stores, newsstands, opticians and other stores for daily needs are excluded. The experience of other cantons shows “that closures in the restaurant sector alone are not enough to achieve a marked reduction in the number of infections,” the governing council said.
In fact, Germany also proves that pickling closures are not as successful: our neighbor tried for four weeks and yet achieved a new record for infections. That is why it called for a strict closure this week, as did Austria, where the house can only be left for good reasons from St. Stephen’s Day.
Numerous contradictions
Switzerland is far from taking such harsh measures. The Federal Council only had the courage to opt for a blockade light, or at least not the “same kind of blockade as in spring,” as Sommaruga put it. The Federal Council’s “Stay Home!” It is the main reminder of the spring closure. However, the government has the prospect of taking stricter measures if the number of infections does not develop as desired.
However, the warning finger is not raised so strictly this time. Because at the same time as the call to stay at home, the Federal Council does not close the ski areas and leave the decision to the cantons, which also leads to a mosaic: Lucerne, Nidwalden, Zug and Schwyz cease operations, Bern and Valais leave the slopes open, and Graubünden – and thus the three great winter sports cantons are complete – does not want to do without holiday guests.
Exceptions remain for French-speaking Switzerland
There is a great risk of winter sports enthusiasts traveling from central Switzerland to the Valais or the Bernese Oberland. Where the Valais is likely to become a paradise: because the spots can also open there, as in all cantons where the reproductive value is less than 1, a person infected with corona infects less than another person. This is currently the case in French-speaking Switzerland and Obwalden.
This exception can be seen as an incentive for cantons to rapidly reduce the number of new infections. But above all there will be evasive movements. The Federal Council is aware of this. Sommaruga said the population’s “evasive movements” had probably been underestimated in recent weeks. But you don’t want to do anything about it.
