Fine if the mask is missing
The Federal Council wants to introduce an amendment to the Ordinance on Fines under the Covid-19 Law. And this has it all: Minor violations of the Epidemic Law, such as violations of the obligation to wear a face mask, should now be sanctioned with fines. The Federal Council presents the bill to parliament with a request for urgent advice in the winter session.
Second contingent of civil defense
The number of corona cases has increased considerably in recent weeks. The institutions of the health system, including those for the elderly and nursing homes, risk reaching the limit of their personal capacity and are increasingly approaching civil protection in the cantons with requests for support.
Therefore, the Federal Council has decided on a new list of persons subject to protective service. It includes a quota of a maximum of 500,000 business days and is valid until March 31, 2021. With this call, the Federal Council responds to a request from the cantons, in which health institutions increasingly request the rapid support of civil protection.
Second Army Deployment
On November 4, 2020, the Federal Council tasked the DDPS with deploying the army in aid service to support hospital facilities. The troop contingent includes a maximum of 2,500 military members, and deployment is limited to March 31, 2021.
Since the number of soldiers exceeds 2,000 and lasts more than three weeks, the Federal Assembly has to approve the deployment. Therefore, the Federal Council has brought the dispatch and the corresponding draft federal decree to the attention of parliament. During the winter session, parliament will decide on the ongoing helpdesk.
The army’s task is to assist civilian hospital facilities with basic and therapeutic care, support cantonal hospitals in expanding the capacity of their intensive care units, and transport infectious patients. With their deployment, medical and hospital soldiers, who have had military training recognized by the Red Cross, can relieve civilian nurses in various ways.
The additional costs incurred can probably be covered by the DDPS budget, which has already been approved by Parliament. If this is not the case, the DDPS will request a complementary credit.
Covid Support Aids
The Federal Council proposes that Parliament make specific adjustments to the Covid-19 law to receive urgent advice during the winter session.
- Difficulty cases: The total amount of federal and cantonal support will increase to a billion. The federal government’s share of these costs is 50 percent (that is, 200 million) up to 400 million and then 80 percent (480 million). This means that the federal government pays about two-thirds and the cantons a third of the costs.
- Short Term Work Compensation: To secure jobs and avoid layoffs due to Covid, Unemployment insurance (ALV) benefits in the field of short-time compensation are again selectively extended. Several ALV measures, which were enacted under the emergency law in the spring, will carry over to the Covid-19 law. In particular, the right to short-time compensation will be extended to limited employment relationships and the waiting period will be lifted.
- Sport: In addition to the stabilization measures above, professional and semi-professional clubs should now be able to receive à-fonds-perdu contributions in addition to loans. This is intended to ensure the basic structures of Swiss popular and competitive sports, as well as training and competitions. Based on the figures for the 18/19 season, the Federal Council wants to compensate clubs for up to two-thirds of the revenue lost from ticket sales. In return, clubs must meet strict requirements, namely sustained cuts in maximum salaries and a dividend exemption, continued promotion of youth and women at least at the previous level, and full transparency on the use of funds. . Of the funds reserved for loans of 175 million francs for 2021, up to 115 million can be used as à-fonds-perdu contributions. There is still the possibility of granting loans.
