The winter session of the Federal Parliament begins today and will last until December 17. An overview of the most interesting businesses.
Rent exemption for shops and restaurants in the crown crisis: Businesses and public access facilities that had to close in the spring by order of the authorities should only pay 40 percent of the rent by this time. The owner would have to pay 60 percent. The Federal Council prepared the draft on behalf of Parliament, but does not believe in it. In the October extraordinary session, the National Council barely got into business. Now your competent committee requests the rejection. In the Council of States, the majority of the Commission does not even want to accept the proposal. This threatens to break the Covid-19 commercial rental law.
Lawyers and money laundered: The Federal Council wants to toughen the money laundering law. Lawyers, notaries and other advisers will also need to comply with due diligence requirements in the future and, in certain cases, will need to report suspected money laundering. The lawyer lobby is vehemently opposed to the bill. Successfully: the National Council didn’t even step forward in the spring. The Council of States accepted them in the fall, but eliminated due diligence requirements for attorneys and trustees. If the National Council says no for the second time in this session, tightening the money laundering law is out of the question.
Lower risk when using pesticides in the field: In agriculture, the risks to water bodies through the use of pesticides will be reduced by half by 2027. With this proposal, the Economic Commission of the Council of States wants to blow the wind out of the sails of the two pending popular initiatives on the use of pesticides. The Council of States approved the proposal in the fall. In the case of nitrogen and phosphorus, however, it has removed specific targets from the law. In the National Council, the SP, the Greens and the Liberal Greens want to include these percentages in the law again.
But not marriage for everyone (yet)? Same-sex couples should also be able to get married in Switzerland in the future. The National Council approved the proposal for a “marriage for all” in the summer. Now question marks have appeared in the Council of States: a large minority in the responsible legal commission is of the opinion that such a step first requires an amendment to the Federal Constitution and, therefore, a referendum. The small majority of the commission would like to accept the proposal, but regulate access to sperm donation for lesbian couples more precisely than the National Council.
Tobacco advertising: The Federal Council’s attack on tobacco advertising failed four years ago: Parliament returned a bill with broad advertising bans to sender. In its new version for a revision of the Federal Law on Tobacco Products, the Federal Council has completely dispensed with advertising restrictions. It was too ineffective for the Council of States. A year ago he came out in favor of additional advertising bans in the press, on the Internet and at international events. Now the National Council has to discuss the proposal. The tobacco lobby hopes he will tone down the law again.
