The autumn session of the Federal Parliament begins this afternoon. The agenda is determined by the coronavirus.

The fall session of the Federal Parliament begins this afternoon behind Plexiglas. The coronavirus is not only present with structural measures in the parliament building, the agenda is also shaped by the issue, because: It is a corona law that will trigger many discussions. And it is also about billions of francs.

Parliament has already approved more than 70 billion francs in the form of loans to deal with the crisis in the crown. More than 15 billion Swiss francs should be added again at this session. Mostly to fund part-time work assignments, for public transportation, or for the federal government to pay for corona tests.

It will hardly stay that way. In a Covid-19 law, the Federal Council wants parliament to grant it the authority to adopt new measures as required by the end of next year.

There will probably be heated debates

After the bill was flatly rejected in consultation by the SVP, FDP and SP, the Federal Council massively weakened it. Now he dispenses with a kind of general power in the Corona area, which would have allowed him to take further action without going through parliament.

But even the thinned law, which is essentially intended to continue the above measures, will lead to heated debate in both councils. For almost all measures, there are requests from the left council who want to provide more generous solutions. The bourgeois majorities of the councils oppose this. Also controversial is the question of whether the Federal Council should involve social partners, municipalities and cities before deciding on new crown measures.

The referendum against the law has already been announced by circles outside parliament. It will be dealt with by the National Council on Wednesday this week and then by the Council of States on Thursday.
