The canton of Aargau accepts the traffic light system that the Federal Council wants to implement. The mechanisms as the basis for decision-making for further tightening measures make sense, the governing council writes in its December 15 statement.
The federal government wants to install a traffic light system and, depending on the epidemiological development, issue more restrictions. AZ reported on this unpublished plan. The traffic light system is linked to four indicators, namely the 14-day incidence, the reproductive value, the positivity rate in the tests, and the utilization of the health system.
Unlike the Federal Council, the canton of Aargau does not want to wait any longer with the implementation. The health director, Jean-Pierre Gallati, on behalf of the Aargau governing council, requests that the package of measures II and III be “activated immediately, that is, as of Saturday, December 19”.
Specifically, it is about restricting or even closing businesses, expanding protection for risk groups, for example in nursing homes and more home offices. The closure of restaurants is planned in Package I and is already planned.
In view of the development of the situation, the central question is whether the measures should not be activated on December 18, Gallati writes. The development of the numbers only knows one address in Switzerland. With the “immediate implementation of the package of measures, an additional tightening allegedly postponed and difficult to transmit in a week should be avoidable”.
In other words: why wait when measures are unavoidable anyway? Gallati: “With this decision, the affected branches of industry would at least obtain certainty in planning and orientation for the population, at least for a certain period.”
Another Aarau app: If the governing council has its way, gathering people should be limited to a maximum of five people in public spaces.
Civil protection for nursing homes and elementary schools
The Aargau health director also draws attention to the fact that “the shortage of staff in the care centers will be even more acute” if risk groups are to be further protected as planned. That is why it should be possible to mobilize enough personnel, Gallati said. Civil defense and possibly also the military should be available as possible support in hospitals and nursing homes.
Gallati can even imagine the use of civil protection officers in elementary schools. “If the pandemic led to large teacher absenteeism, the use of civil protection to supervise students could also be a problem here.”
