The referendum aims to prevent the powers of the Federal Council in emergency law from being subsequently legitimized during the pandemic and extending until the end of 2021. The Covid-19 law is already in force.
The authors of the referendum believe that the Covid 19 law is unnecessary. Most of the law deals with financial services, which the Federal Council could regulate with federal resolutions even without emergency legal powers. Furthermore, the Federal Council could issue emergency ordinances again if the pandemic breaks out again.
A core element of the Covid-19 law is the abbreviated testing of new drugs, Christoph Pfluger told the Keystone-SDA news agency on Tuesday. The clear success of the referendum is an unequivocal request to the authorities to carry out the vaccination campaign with the utmost caution or even to issue a moratorium until more reliable data on the effectiveness of vaccines is available.

According to its spokesperson, Pfluger, the “Friends of the Constitution” association, founded at the end of July 2020, has about a thousand members. Hundreds of pickers participated in the referendum, he said Tuesday.
“They were not deterred by the obstacles, by the polarization of society, by the rules of protection and the repeated obstacles by the police.” The compromise shows that the “concern for fundamental rights” runs deep and motivates extraordinary achievements.
The electorate now has an opportunity to comment on the question of whether direct democratic rights should be sacrificed to the management of the pandemic, the spokesperson said.
