If the epidemiological situation allows it, events with the public, home meetings with ten people as well as group sports and cultural activities should be possible again from March 22. That is what the Federal Council proposes.
Because the number of cases is increasing again, it is not yet clear when this second opening step can actually take place. The Federal Council will decide on March 19.
The Federal Council grants the cantons the following relaxation:
- Private meetings at home: 10 people should be allowed back into the family and friends circle.
- Audience events: outside with 150 people (about football matches), inside with 50 people (about cinemas). In addition, there must be a restriction to a maximum of one third of the capacity of the venue and a seat and mask requirement.
- Other events: For museum tours or club membership meetings, 15 people must be allowed.
- Restaurants: Catering establishments should be able to reopen their terraces. A maximum of four people should be allowed per table, and a distance of 1.5 meters should be maintained between tables. Support for the farms will continue and does not depend on whether the terraces can be opened.
- Sport and Culture: Sports and cultural activities should now also be allowed for adults in the amateur area for individuals and groups of up to 15 people. Mask and distance requirements apply. However, there should be exceptions for activities where a mask cannot be worn, such as resistance training in gyms or singing in a choir. The federal government recommends that you get tested beforehand. Sports with physical contact will not yet be allowed indoors. Competitions in all sports are still prohibited.
- Zoos, botanical gardens, etc .: Public access leisure and entertainment establishments should be able to reopen. Mask and distance requirements apply. Swimming pools and wellness facilities must be closed.
- Face-to-face teaching in universities: It should be possible again, but with a 15 person restriction, also with mask and distance requirements and capacity restrictions.
- Retirement Homes: Removal of mask requirement for vaccinated residents.
- Change of quarantine obligation: Vaccinated people who have had contact with a person who tested positive should no longer be quarantined.
- Offensive test definitely decided: The Federal Council has definitively decided that the federal government will cover the costs of all rapid tests, including all asymptomatic people.
The Federal Council highlights that it is currently still open if the epidemiological situation will allow the next opening step on March 22. The next few days should bring clarity about future development. In making its decision, the Federal Council relies on established benchmarks, but emphasizes that there is no automaticity.
In view of the fragile epidemiological situation, the Federal Council has not yet determined when and in what way a third opening step can be taken.
