The latest Corona resolutions from the Federal Council are not yet in effect for three days. And the state government is already discussing stricter measures with representatives of the cantons. The Federal Council had already announced on Friday that these would be taken if the number of new infections does not decrease.

Little by little the politically feasible

It was foreseeable that the situation would not improve over the weekend. Experience shows that it takes about two weeks for the measures taken on Friday to take effect. However, the latest figures provide Federal Councilor Alain Berset an argument in the political debate for further toughening. The five university hospitals provided another argument in their joint letter to the Federal Council. They urgently warn against an overload of the health system.

Alain Berset’s positions are not always indisputable in the Federal Council. The SP magistrate always needs at least the support of a federal FDP advisor for each measure. Both parties reject new measures. The step-by-step approach of the Federal Council therefore corresponds to the politically feasible. However, the procedure does not create any more clarity on what is currently applied.

Advantages of the «Swiss Way»

However, Federal Councilor Berset wants to continue on the so-called “Swiss road”. The federal government establishes a base of measures for the entire country. The cantons toughen them up when it seems necessary. And since Friday, the federal government has allowed them exceptions to the federal measures if they have a better than average situation.

This “Swiss way” has advantages. It allows regionally differentiated measures. And thus a minimization of economic damage. Theoretically. When cantonal governments take their responsibility seriously. That has worked pretty badly than properly, especially in German-speaking Switzerland. The federal government and the cantons have exchanged responsibilities. Therefore, the Federal Council took over the reins again on Friday.

Award of the «Swiss Way»

Now, for the second time in this pandemic, Switzerland is heading towards closing restaurants and shops. In the end, the “Swiss road” could lead over the same bridge as the crown policy of those countries that have been back in “closure” for a long time. The “Swiss Way” has also disturbed many people. It calls for more deaths per crown every day than the crown policy in other countries. And there is a risk that the situation will spiral out of control. This danger has not yet been avoided.

But that’s the price Switzerland is willing to pay for its crown policy.
