The investigation shook Switzerland and earned the author the renowned Zurich Journalism Prize: in the summer of 2019, SonntagsBlick reported on the “sick IV system”.
The series showed that disability insurance (IV) has been doing everything possible for years to pay for the least amount of pensions possible. And that there is a system behind: that the IV has three-quarters of all the reports prepared by experts who are paid by the IV – while those affected continue to suffer, cannot find work and end up in social assistance.
Berset reacts
The Minister of Social Affairs, Alain Berset (48), had to react and promised an analysis of the IV system. This was published on Tuesday and promises specific improvements. The focus is on target agreements with IV offices. Today, these are too focused on preventing the new pensions from increasing too much. Going forward, the Federal Social Security Office (FSIO) intends to orient target agreements more toward quality.
You also want to start with the experts. An independent commission will be created for quality assurance and the approval of expert bodies. It is intended to define binding admission criteria, accredit and periodically review the expert bodies.
Even nationalization is under consideration
Reviewers must also have advanced training in insurance medicine. Today, around three-quarters of reviewers have a corresponding certificate. Clear and binding quality requirements should apply to expert bodies. If none of these measures help, it should be checked whether the reports are delivered to public hospitals. (sf / SDA)
