National borders within the EU must remain open so as not to restrict the free movement of goods within the EU, said Charles Michel, president of the Council of EU Member States. “But we are also convinced that more restrictions should be possible for all non-compulsory trips,” says Michel.
The EU must improve its instruments as a whole and identify high-risk areas more quickly and accurately, warned the President of the EU Commission, Ursula von der Leyen.
