The city of Dübendorf has made headlines several times in the past with grievances at the social welfare office. The latest complaints of disparaging treatment of social assistance recipients occurred in early September.
At the time, the “Tages-Anzeiger” reported that social assistance recipients were excessively monitored and conversations were secretly recorded. Behind his back, individual recipients were also referred to as “fat whores” and, in the case of one burqa wearer, as “penguins”.
Department head fired
The mood among employees is said to have been bad, causing an above-average fluctuation. Therefore, the city council announced an external investigation. At the same time, an internal study was started.
In the course of this internal clarification, the city now encountered a problem that led to the immediate disempowerment of the SVP social director and the separation of the department head: it turned out that the internal support guidelines did not match the publicly published guidelines.
Lack of transparency to the public
Entire sections on “Internal Support Guidelines” would be missing from the city’s website. The city council considers that this lack of transparency in front of the public is “very problematic”, as it writes, especially in relation to the expressions of distrust in the work of the social welfare office.
This is also “very problematic” because there has been a political discussion that has raged for several years about whether the supporting guidelines should be disclosed. External investigation will show why entire sections are now missing.

It has been four years since the complaints were made public for the first time by the social authorities in Dübendorfer. At the time, a social worker posted far-right posts on Facebook. After welfare recipients criticized the Dübendorf authorities for feeling generally treated like parasites, the city created an ombudsman.
Dübendorf resigned from the Skos (Swiss Conference for Social Welfare) in 2013, but says he is sticking to the guidelines. (SDA)
