Government delegations from the cantons of St. Gallen, Thurgau, Appenzell Ausserrhoden and Innerrhoden exchanged views on the federal proposals, according to Sunday’s announcement. It was agreed that the federal government should take the next step of easing. The professional ethics committee indicates in its communication that the occupation of intensive care places should be more closely oriented. Indicators could be the hospitalization rate and the 14-day incidence. The positivity rate and R-value are not very informative, according to a statement from the canton of St. Gallen.

The reason for the additional easing is as follows, as Appenzell Innerrhoden writes in his communication: “With moderate easing, above all an important signal should be sent to the population.” This would support other measures, such as testing or compliance with existing hygiene measures.

Restaurants should open

In their announcement, Appenzell Innerrhoden and St. Gallen demand that restaurants be able to resume operations quickly. This with a limited number of spaces and the use of a protection concept.

The canton of St. Gallen requires additional requirements for indoor and outdoor areas:

Regulations for craftsmen and drivers should only be considered if businesses are not going to open.

The Federal Council expects that the outdoor areas of restaurants, discos and bars will reopen from March 22. Outdoor events with 150 people and 50 people inside should be possible. Private events indoors should be possible with 10 people.

There is no upper limit for cultural events and religious services.

The St. Gallen government also requires that the fixed maximum limit of 50 people be lifted at cultural events and religious services. The number of visitors should be in relation to the area and the ventilation measures. The upper limit is the generation of costs for the vast majority of companies. However, if an upper limit were set, it would be 150 people. Especially with a view to Easter, services with a larger number of people should be possible.

Binding decisions for major events

The canton of St. Gallen also writes in its announcement that a binding Federal Council decision on larger outdoor events such as festivals is urgently needed. For many organizers, the month of March is the last option to adjust or cancel festivals. You also need to plan security for other major events for more than 1000 people, both indoors and outdoors.

After spring break, at the latest, a perspective for sporting events is needed, based on the regulation of cultural events.

Face-to-face teaching and home office recommendation

The federal government’s proposed restriction of classroom teaching to a maximum of 15 people and a capacity limit of one third is not a viable solution for universities and mass subjects. The government requires that as of the middle of the spring semester, that is, on April 12, 2021, it is possible to open steps with the possibility of face-to-face events with the same number of people as in the events.

Finally, the government of St. Gallen has requested that the home office obligation be reduced to a home office recommendation. The possibilities have been exhausted in all companies. In addition, the government writes that even after the obligation to work from home is lifted, it will continue to be used and contribute to prevention.
