Starting October 1, the rule of 1000 will drop: major events will be allowed again. However, sports fans and music lovers can only return to the stadium or concert hall under certain conditions. The federal government wants to establish certain minimum standards that apply in all cantons. That is why there is still a fight behind the scenes.
The Federal Council will decide on Wednesday. It will be particularly important to talk about two points when it comes to sporting events: the anticipated capacity restrictions and the prohibition of alcohol.
Dangerous mix
As several sources confirm to VIEW, SP Health Minister Alain Berset (48) plans to ban alcohol in the stadium. Reason: When under the influence of alcohol, people keep the appropriate Corona distance less. Alcohol and many people are a dangerous mix, it is said from Federal Bern.
Berset is reportedly complying with a request from several cantons that have called for a ban. International sporting events, for example in football, where alcohol is already banned, serve as a model.
Justice Minister Karin Keller-Sutter (56) should also be positive about the proposal, especially regarding the issue of hooligans, where alcohol is always involved.
SVP resistance
On the other hand, resistance comes from SVP departments, as is often the case. There one slowly wonders what other “strange ideas” Berset comes up with.
The leader of the SVP parliamentary group, Thomas Aeschi (41), has already announced the opposition. “We strongly reject the prohibition of alcohol in stadiums,” he tells BLICK. The last few months have shown that the population is behaving in a very responsible way and thus preventing new infections. “Sports clubs are already extremely accommodating when it comes to protective measures,” says Aeschi. “You must not put more obstacles in their way now, they need the opportunity to start over.”
But the defenders of the prohibition weigh: it is not an eternal measure, but because of the situation of Corona. By the way, the prohibition of alcohol would be a special regulation for sport, but it would not apply to musical events. It remains to be seen if the proposal will be approved in the Federal Council.
Berset sticks to capacity constraints
However, in terms of capacity limits, Berset sticks to his previous proposal. Seats may only be offered in stadiums. For outdoor events like soccer, two-thirds can be filled, for indoor events like ice hockey, only half.
While football may accept this solution, ice hockey clubs are in a storm. This point should also be discussed again in the Federal Council. For Berset, on the other hand, the extra caution inside is a “focal point”, as it is called.
The other conditions should be less controversial: for example, stadiums will be divided into sectors with 100 people each, so that tracking can be guaranteed in case of emergency. Seats and mask are also required. And invited fans cannot enter.
Cantons must approve events
Basically: events with more than 1000 people must be approved by the cantons. A permit is only possible if the epidemiological situation allows it; if it worsens, the permit can be withdrawn. It is also essential that cantons have sufficient capacity to trace contacts.
And finally, protection concepts are needed. This includes a basic requirement to sit, and on certain occasions there should obviously be opportunities to stand as well.
