Children locked in the basement for years

The trigger for the criminal complaint was the case of the ex-partner who locked their children in the basement for years, beat them and left them starving. The district court sentenced the father to 16.5 years in prison in September and the mother to 12 years.

The children could have gone to school, not like Natascha Kampusch in Austria, but the guilt of these parents was considerable, the judge said at the opening of the trial.

Countless reports to authorities

However, the years of martyrdom of the children did not go unnoticed: the authorities received countless reports, from neighbors, teachers and doctors, that they saw the children starving in their practice.

However, in all the years that parents tortured their children, the authorities did not impose a single child protection measure. They only offered the family talks and help and apparently let them get rid over and over again. When opening the sentence, the judge said that “many things had gone wrong” and that, therefore, the court would file a criminal complaint.

The Guardianship Authority was the precursor to the current Child and Adult Protection Authority (Kesb), which was introduced five years ago.
