Pay dues for the least bureaucratic effort? 20 francs for that permit, then a few francs plus “stamp duty.” This is a common practice in municipal administrations in Switzerland and always causes redheads.
But in the municipality of Brislach in Baselland this is over. Reduce fees that are not absolutely necessary. “This way we can give something back to people,” says community manager Samir Stroh.
That is why the Brislacher will receive in the future numerous documents, including residence certificates, address statements, authentication of signatures, officially certified copies or residence permits, free of charge.
The effort involved in small amounts is great
“The administrative effort involved in these small fees is huge and it is not necessary,” says Stroh. Because an invoice must be issued, if it is not paid, a reminder must be sent. If the reminder is also not paid, you will face foreclosure. “There is unnecessary effort and expense. And often around 15 francs for small amounts. ”
The waived rates are the so-called ring and small fees, which are also called counter fees.
The ID will also be available for free in the future
“It is already annoying enough that such official acts are still necessary today,” the municipality writes in a message to its citizens, alluding to the stamp and associated fees.
Therefore, it was decided not to claim these window fees in the future. But that is not enough. Because Brislacher will also get the identification for free in the future.
A new ID currently costs 70 francs. “We discuss whether the profit here is too high and whether it is too expensive for us. But it is 70 francs every ten years. That’s seven francs a year, ”says Samir Stroh. They want to give something back to the citizens and make them happy.
Almost no loss due to cancellation of fees
In general, the payment task costs the community 8,000 to 10,000 francs a year. “That’s just a 0.08 percent loss of total revenue,” says Stroh. Manageable, for having happier citizens. “A win-win situation,” says the municipal administrator. Because the cancellation of the rate is very well received, and financially it does not play an important role for the municipality.
“We have received many very satisfied votes,” says the municipal administrator. The community is happy. And: “We are proud to be pioneers.” Because there has been no such cancellation of fees in any other municipality in Switzerland. It will apply from January 1, 2021. Then in Brislach there will be a big smile on both sides of the community counter instead of redheads due to less franks. (euc)
