The corresponding legal foundations will be adopted by Parliament in the summer session. Therefore, it is clear that Corona case tracking via the app should not be used regularly until the end of June at the earliest. Final votes on the business discussed in the summer session are expected to take place on June 20.
In the extraordinary session of the current week, the Parliament requested legal bases for the application of proximity tracking. A corresponding motion was transferred to the Federal Council. The Federal Council will issue an urgent message to Parliament before May 20, as announced on Friday. To this end, it would amend the Epidemic Law accordingly.
Relaxation for people at risk.
People over 65 and those with previous illnesses can go outdoors again. “You should be able to move normally again, with the necessary caution.” Health Minister Alain Berset announced this on Friday to the federal media.
The epidemiological situation is developing well. The development is “absolutely satisfactory,” said Berset. The virus is still there, but the number of diseases is decreasing. Therefore, relaxation is also justifiable for high-risk people. But everyone should behave pragmatically.
“We are entering a new phase,” said the health minister regarding further relaxation starting next Monday. There is good news for the population that wants to play sports or make major purchases. “You can be happy.”
Data deleted after three weeks
Before that, the app developed by the two ETHs and the federal government will be tested in a pilot phase. The Federal Council plans to issue a temporary regulation for this test phase next week. The application is designed to help break the chain of infection. You should inform your users if they have been around infected people for too long.
According to the Federal Council, the use of the application is voluntary. No personal data or location information of the users of the application will be used. All application data will be continuously deleted after 21 days. The app should only be used in the containment phase. It complements the tracking of contacts, which the cantons will carry out across the country again next week.
Kindergarten aid must be applied retrospectively
The Federal Council also decided to support childcare centers and daycare centers that have lost profits due to the crown crisis with 65 million Swiss francs. This also corresponds to an order from Parliament. The Federal Council initially wanted to forgo a corresponding financial injection. Now, on May 20, you will determine in a regulation what this kindergarten aid looks like in detail.
The Confederation covers one third of the canton’s costs. These compensate institutions for lost parental contributions to childcare. The regulation will apply for six months, with retroactive effect from March 17.
Voluntary registration in restaurants
The Federal Council also adopted the changes to the Covid 19 regulation for the opening of catering establishments starting next Monday. As previously reported, a maximum of four people or parents with children are allowed at one table. All guests must be seated. A distance of two meters or separation elements are necessary between the tables.
To enable contact tracking in restaurants, each group of guests must record a person’s contact details. This information is voluntary. The federal data protection officer had announced this on Thursday after criticism of plans to the contrary.
The border regime is relaxed
Finally, the Federal Council developed the relaxation of entry and admission restrictions decided a week ago in various regulations. Initially, applications submitted by employees from the EU / EFTA region and third countries must be processed. Applications from EU / Efta people with a contract that was concluded before the crisis should also be examined.
For Swiss citizens, as well as for EU / EFTA citizens, family reunification in Switzerland should also be possible again. Controls at the border will continue. Border crossings are opened in consultation with national and foreign partner authorities and communicated accordingly. The changes will take effect next Monday.
At the same time, the Secretary of State for Migration (SEM) specified in a circular that cantons can also confirm notifications that long-term employees have taken a job, each of whom works for the same employer in a job seasonal. Cantons can also process new reports for short-term employment that cannot be postponed in the sense of an imperative economic interest.
