The crisis in Corona severely affects nurseries: they have to be open according to the will of the Federal Council. But in many cantons there is only emergency care, so many children are not allowed to go to daycare. Wherever they are open, many parents quit for fear of their children’s health. Others simply cannot pay contributions, for example, because they work on short notice. With devastating financial problems for numerous daycare centers.
The Federal Council abandoned the nurseries and left the problem to the cantons. But now daycares can still wait for federal aid: the National Council has decided to get a supplemental loan of CHF 100 million, aimed at alleviating the crown’s consequences on childcare. The decision was made with 130 to 60 votes and six abstentions.
SVP only for replacement without replacement
Only the SVP withstood the blow and wanted to remove it without replacement. “Spending money on taxes is popular, especially since it is not yours,” said SVP national adviser Lars Guggisberg (BE). “The Federal Treasury should not become a self-service store.”
Nurseries are an indisputable necessity and are not rejected. However, cantons and municipalities are responsible for complementary child care, not the federal government.
The SVP minority application was supported by Finance Minister Ueli Maurer (69). He warned against imposing additional costs on the federal government.
Don’t disappoint daycare
The other groups, on the other hand, supported the additional credit. Support is imperative because daycare is systemically important, said SP National Councilor Claudia Friedl (59, SG). “It cannot be that we disappoint these institutions after years of construction.”
FDP National Councilor Damien Cottier (45, NE) emphasized that the Corona crisis had created difficulties for daycare centers and families. “The federal government must participate in solutions here,” said Cottier. The federal government should pay a third of the costs. However, the FDP did not vote unanimously for the daycare donation.
Now it is the turn of the Council of States. Its finance commission has only allocated an additional 65 million Swiss francs for childcare.
