The relief of the green unionist Katharina Prelicz-Huber is great. She had fought for a long time in the National Council: “If you have an income of 4,000 francs or less and you only get 80 percent in a part-time job, you can no longer make a living from it.”
Specifically, these are salaries between 3470 and 4340 francs. 3470 francs is the minimum wage in the hotel industry. On this salary there should be a 100 percent compensation for short-time work. Then the compensation should gradually decrease to 80 percent. Out of 4,340 francs, there is only 80 percent for all income. The solution is valid for a limited period of four months.
Broad-based solution
Until now, the left has been alone in Parliament with demands of this kind. But now the president of the union, the national councilor of the CVP, Fabio Regazzi, thinks that in this economic situation a gesture should be made to this part of the population. “I’m glad I found such a broad-based solution.”
A solution that also supports SVP. Last week, at the latest, it was clear that the wind could change. On Friday, Finance Minister Ueli Maurer answered a corresponding question that in this difficult situation, one had to make sure that the weakest did not fall into the net.
The right wing has long fought against full short-term work compensation for low wages. Because short-term work is basically there to secure jobs in a crisis. People with short-term jobs should be motivated to look for a new job if necessary. Ruedi Noser (FDP / ZH) in the Council of States recalls it today: “With this concept, non-work becomes as interesting as work for the first time.”
But since the solution is limited to four months, you can agree. If you want to use a picture: the Council of States today only approves the 100 percent compensation with a closed nose, and only on the condition that the matter expires at the end of March next year.
An exception
The time limit is crucial, says Finance Minister Ueli Maurer: “It cannot be extended under any circumstances. The world has to be turned upside down for further discussion. ”It is an exception, and it could mean that during this time it is better not to work than to work, Maurer continued.
Now the parliament has to clarify the final details, then the full compensation will be applied retrospectively from December 1.
