Showmen, event companies or travel agencies are struggling to survive. The rules on difficult living conditions of the Confederation and the cantons are all the more important. In Lucerne, 25 million francs are available for companies in difficulty. The cantonal constitution allows no more without a mandatory financial referendum. The deadline for the optional referendum is the end of January 2021. Contributions will only be paid as of February 4.

Affected companies can submit an application from tomorrow Tuesday. CFO Reto Wyss announced this on Monday morning. Applications can be submitted at this link until December 1, 2021. The wait time until contributions are paid is important, according to Wyss. Some documents such as business register extract, annual financial statements, financial plan, and account statements need to be uploaded and transmitted. “This effort is critical to a robust review of the documents by a group of nine experts.”

Kantonalbank checks payments for free

According to CVP’s governing council, companies are called upon to support experts with correctly completed applications. The exam can only be taken if the application is complete. The formal check and subsequent payments are made by Luzerner Kantonalbank AG, free of charge. After examining the documents, the group of experts appointed by the governing council decides on the application. Communication of the decision is made through the Lucerne finance department.

Business support will be provided primarily with additional loans. The canton of Lucerne guarantees the loans granted. Therefore, he declares himself willing to assume the risk of default and assures companies the liquidity they urgently need. For now, the loans are at zero interest. Adjustments will be possible from 2023 based on loans based on the Federal Ordinance of Solidarity Guarantee Covid-19.

“Good middle ground” between loans and contributions from A-fonds-perdu

In addition to the loans, part of the aid will be paid as an A-fonds-perdu contribution. This means: the public sector pays for this in full without the company having to reimburse it. A total of 25 million Swiss francs has been allocated for emergency measures, including 3 million Swiss francs as A-fonds-perdu contributions. Reto Wyss says of the hybrid form: “We have chosen a good middle ground. It is still important to remember that the financial injection for hardship cases was raised with taxpayers’ money. We have to and we want to handle it carefully. “

The prerequisite for emergency measures is a corresponding ordinance, which the Lucerne Governing Council recently approved. It also registered the framework conditions, analogous to the federal ordinance. These are of vital importance for the submission and evaluation of applications. Reto Wyss explains: “The ordinance defines both the specific form of hardship measures and the eligibility criteria.”

They deliberately refrained from toughening the rules and followed the federal ordinance. “In order to offer the Lucerne economy the best possible support, we do not want additional restrictions. All companies, regardless of the industry, should have the same possibilities of support. “However, among other things, it is checked whether allowances for difficult living conditions can guarantee the viability of the company and whether sufficient personal efforts have been made .
