Neighboring countries are already familiar with such a traffic light system. The Federal Council could thus issue a de facto closure without prolonged consultation and without the need to declare an emergency. You could react quickly. The wait for the garbage cantons would come to an end.
A new confinement threatens
The basis could be the reproductive value, which indicates how fast the virus is spreading. But the use of intensive care beds could also become an important parameter.
It is not yet clear whether it should be a national mechanism. It is also possible that some cantons with a small number of cases are forced to act on their own territory. For the former, the fact that they finally want to harmonize the confusing situation in the country speaks for itself. With the second variant, however, regional standards would probably enjoy greater acceptance.
This new package of measures could lead to a new blockade. The items in question are limited. The only tough intervention left was to close restaurants and stores that are not necessary for daily needs.
Hardly any other restrictions in the private sector
Because in the private sector, stronger restrictions could hardly be implemented. A possible restriction of meetings with a maximum of five people from a maximum of two households is not in the foreground. Because it could hardly be controlled.
The closure of elementary schools should not be a problem for the Federal Council either. Apparently, invading the sovereignty of the cantonal schools is too great a taboo, writes the “SonntagsZeitung”. Individual cantons would consider imposing themselves a kind of quarantine anyway. They plan to switch to distance education for a week after Christmas break. However, such a climbing package would practically mean a lock like in the spring.
The Federal Council does not want to interfere with the cantons when it comes to skiing. And this despite the fact that the pressure from the outside continues to be high to close the ski areas during the holidays.
