In recent days, the Federal Council has listened to the cantons and has now decided to take measures to reduce the number of contacts and avoid crowds. The following measures apply from tomorrow, Saturday, December 12, 2020 and are limited to January 22, 2021.

Specifically: The amended ordinance of December 11

Curfew from 7:00 p.m. and closed on Sundays and holidays

Restaurants, bars, shops, markets, museums, libraries and sports and leisure facilities must close between 7 pm and 6 am Shops, markets, museums, libraries and sports and leisure facilities are closed on Sundays and national holidays.

Restaurants and bars, for their part, may be open on Sundays and holidays. On December 24 and for New Years Eve, the curfew does not apply until 1 a.m. Take-out deals and delivery services may stay open until 11 p.m.

Exception for “good” cantons

Cantons with a favorable epidemiological development can extend the curfew until 11 pm The prerequisite for this is that the replay value is less than 1 for at least 7 days and the incidence of 7 days below the Swiss average for at least 7 days.

In addition, the canton must have sufficient capacities for contact tracing and health care. If a canton wants to extend its opening hours, it must coordinate with neighboring cantons.

Prohibited events

Public events are prohibited. Religious celebrations (up to a maximum of 50 people), funerals in family and close circle of friends, meetings of legislatures and political rallies are excluded.

Private meetings: Still a maximum of 10 people

The Federal Council removes other restrictions on private meetings. It is maintained with the previous regulation with a maximum of 10 people. Children are also counted. The Federal Council also strongly recommends limiting private gatherings to two households. This regulation is clear and allows small-scale Christmas parties.

Sport and culture: no more than five

Sports activities are in free time. only allowed in groups of up to 5 people. Contact sports are still prohibited. Even in the non-professional cultural area, group activities are limited to 5 people.

Sports and cultural activities (without competitions) are still allowed by children and young people before the age of 16. Also, trainings and competitions by members of a national squad as well as training sessions and matches in professional leagues, but without an audience. Rehearsals and performances by professional artists or ensembles are also allowed.

Business support is expanding

Due to the necessary official interventions, the Federal Council wants to expand its possibilities in agreement with the Economic Commission of the Council of States to cushion the economic damage. Therefore, he proposes to Parliament to increase the program for emergency situations by a total of 1.5 billion francs to 2.5 billion francs.

Of the 1.5 billion francs, 750 million francs will be paid jointly by the federal government and the cantons, with the cantons contributing 33 percent. If necessary, the federal government should be able to inject 750 million francs as additional contributions to cantonal poverty measures without the cantons contributing financially.

The Federal Council also asks Parliament for a standard of delegation that allows it relax the eligibility requirements for difficult living conditions if necessary, this for companies that have to close for several weeks due to official measures or suffer significant restrictions in their operating activities.
