In recent years there has been a significant increase in incidents involving passengers who did not follow the rules of conduct on board an aircraft and who disregarded the instructions of the crew. In 2010, 375 cases of insubordinate behavior by passengers were reported, in 2019 there were almost 1,200, as explained by the President of the Commission, Brigitte Häberli-Koller (CVP / TG).

In several cases, this jeopardized the safety of the aircraft. From time to time, pilots had to make unplanned stopovers to leave people upset for safety reasons. Despite clear evidence, these unruly passengers have so far not been prosecuted. With the amendment to the law, this should now be easier.
