The crisis in the Crown is pushing Switzerland, but also the Federal Council, to its limits. The situation can change almost every day, and the seven federal councilors also have to manage their departments. Much remains by the way or has to be in the background.
Former Federal Councilor Doris Leuthard (57) finds that this is no longer in line with the times, as she told the ‘CH Media’ newspapers. The CVP politician was in state government from 2006 to 2018. Now is the time to think about reform, he says.
Executive trio for the Federal Council
Above all, Leuthard thinks little of the presidium which changes annually. Because running a department with him is almost impossible. “Especially when you still have a crisis to deal with.”
Instead, the former Federal Councilor provides for a management committee that prepares business, manages meetings and is responsible for crises. Suggest a trio consisting of the current president, his predecessor, and the vice president. Leuthard is convinced that this would also have an external effect. “That would give a certain continuity, both externally and internally, greater visibility, and more experience can be collected and transmitted.”
Reform ideas have difficulties
He suggests more exemptions for parliamentary work, because this is “demanding and often requires the presence of a Federal Council.” It is better for members of the government to appear in parliamentary committees only when a proposal is presented and for important and controversial points; for everything else, office managers and employees could step in.
Leuthard’s reform ideas are in a difficult position, as she admits. “Unfortunately, virtually all ideas for government reform have failed to this day.” But now, in the crisis of the crown, might be the right time to think about it. (gbl)
