There is no longer any repayment period for Covid loans: Unlike the National Council, the Council of States does not want to extend the usual term for the repayment of Covid loans from five to eight years. In the course of the first Corona wave in the spring, companies received bank loans guaranteed by the federal government. The Federal Council provided 40 billion francs. About 17.3 billion Swiss francs of this money were used. The proposal returns to the National Council with the differences.
Even very small companies in difficult situations: Financial support for companies in difficult situations will be increased from CHF 400 million to CHF 1 billion. Contrary to what the Federal Council has foreseen, the National Council and the Council of States want to enable companies that had a turnover of at least 50,000 francs the previous year. The Federal Council set a threshold of 100,000 francs.
No rental exemption for business owners: Operators of restaurants, shops and other public access businesses that had to close or were restricted in spring due to the corona pandemic do not receive any partial exemption from rent. Parliament has sunk the commercial rental law.
After the National Council, the Council of States also rejected the proposal. As in the preliminary judicial commission, a bourgeois majority of representatives of the SVP, FDP and CVP prevailed. He decided not even to step into the business.
À-Fonds-perdu’s contributions to sport: In addition to loans, team sports clubs should now also be able to receive contributions from À-fonds-perdu. The Federal Council allocates a maximum of 115 million Swiss francs for this. The Council of States does not want each individual salary of all employees to be reduced by 20 percent, but rather the average income of employees should be reduced. It departs from the proposal of the National Council, which wanted to take into account the income of employees directly involved in the game.
