On Thursday, Federal President Simonetta Sommaruga (60, SP) telephoned Brussels and informed the President of the EU Commission, Ursula von der Leyen (62), about the next steps in the framework agreement. At the moment, the Federal Council does not want to inform Swiss citizens for tactical reasons.
As soon as the talks on the framework agreement resume, new resistance forms. On Friday business and political representatives from the city center came together to form the “Autonomiesuisse” movement.
Members include Stadler Rail CEO Peter Spuhler (61), Ecofin Group CEO Martin Janssen and Ticino CVP National Councilor Marco Romano (38).
No frontal opposition
Unlike the SVP, for example, they are not completely opposed to the framework agreement between Switzerland and the EU. However, the clarifications proposed by the Federal Council on state aid, wage protection and the Union Citizens Directive are insufficient for them.
The representatives of Automomiesuisse are convinced that the framework agreement calls into question the rights of the Swiss people and the sovereignty of the country. A particular thorn in its side is the arbitration court, which is supposed to be responsible for settling disputes and is supposed to consult the Court of Justice of the European Union (ECJ) on issues related to the internal market.
“The ECJ, however, has an institutional political objective: to deepen the integration of the EU”, business representatives are convinced. With the acceptance of the judgments of the Court of Justice of the European Union, Swiss law, in particular the Federal Constitution, becomes irrelevant.
Obligatorisches Referendum
The representatives also demand that the 1972 free trade agreement be excluded from the EU framework agreement. Otherwise, the agreement would be subject to the guillotine clause, the Court of Justice of the European Communities (ECJ) and dynamic legal adoption. This would significantly affect the Swiss economy.
Furthermore, the EU framework agreement should be subject to the mandatory referendum and not the optional one. This is the only way to ensure that the people and the cantons have a voice in decisions.
