For events with more than a thousand people, the approval of the respective canton is always required. The Federal Council decided in mid-August. It also provided guidelines for organizers. This includes risk analysis, collection of contact details and the like.
Be it a concert, a theatrical performance, a congress or a football match: a protection concept must be presented for every major event. In principle, seats are mandatory, so seats must be able to be assigned to individual visitors. Standing spaces can only be approved in exceptional cases, for example at ski and bike races or open-air festivals.
Special rules for sport
In stadiums, a maximum of two thirds of the seats may be occupied. It is mandatory to wear a mask. The Federal Council leaves it up to the licensing authorities to determine how much a stadium can be occupied in each individual case. Quotas of space for invited fans are not allowed.
Food and drinks can only be consumed sitting down. The Federal Council lifted a strict ban on alcohol in stadiums. However, sales and consumption should be restricted to such a degree that observers’ compliance with the concept of protection is not jeopardized.
Organizers must ensure that fans adhere to the rules and that any infraction is penalized. Anyone who does not meet the requirements can be expelled from the stadium. But there are no buses.
The cantons can pull the emergency brake
Cantons can also revoke a specific license or impose restrictions. On the one hand, this is the case if the epidemiological situation worsens and the canton’s capacities to locate contacts are no longer sufficient. Or, on the contrary, if an organizer has not complied with the measures provided for in the concept of protection in an event that has already taken place and cannot guarantee them in the future.
In such cases, the organizers would not be entitled to claim compensation from the public sector.
Cantons can provide organizers with autonomous guidelines for the detailed elaboration of protection concepts. Some cantons require a mask for all important events, for example Bern or Lucerne. The idea behind this is that the number of high-level quarantines can only be greatly reduced if masks are used consistently. In many places, only those who have a subscription can attend the games at the moment.
No special permission for fairs
Fairs, trade shows, and fairs that are comparable to shopping facilities and markets are not considered events under the Covid 19 Ordinance. People generally moved around the stalls and presentations in an orderly manner. But protection concepts are also necessary for trade shows and fairs.
Due to the corona pandemic, the Federal Council banned all major events on February 28. Since then, the measures have been gradually relaxed: events with up to 300 people are allowed from June 6, and events with up to a thousand from June 22. On August 12, the Federal Council decided that large events with more than a thousand people should be possible again from October. (SDA)
