The insured should get some of the 10 billion reserve of funds. These warn of a yo-yo effect.
The health insurances had a lot of money, money that they should give back to the insured. This is what the Federal Council says, and for the first time in years with this clarity. Literally: The Federal Council is of the opinion that the very high reserves of the insurers should be reduced in favor of the insured.
Little trick to big effect
Health insurance can already reimburse money today, and some of them do. The limits are set by regulations, among other things: they are currently only allowed to return enough money until they still have 150 percent of their prescribed reserves, that is, one and a half times more.
A yo-yo effect, with artificially low premiums, should be absolutely avoided.
The Federal Council now wants to reduce this value to 100 percent. The seemingly purely technical trick has a great theoretical effect: it could be unlocked for five billion francs, for example, in the form of lower prizes.
Santésuisse: Check the benefits for the insured
However, it is unlikely that the insured will benefit from this measure. At the Santésuisse health insurance association, Matthias Müller says: “First of all, we have to carefully check whether this proposal really benefits premium payers. Because a yo-yo effect should be avoided at all costs, with artificially low premiums, followed by a premium jump.
Now it is clear that reservations of this type are never needed.
The reserves are also of interest to policyholders, emphasizes Müller: “Thanks to the reserves, we were able to announce in the spring that there would be no premium jump despite the crown crisis. Knowing that was very important to those who pay the premiums. “
SGB: Criticism of voluntariness
Reto Wyss of the Swiss Federation of Trade Unions (SGB) can no longer listen to this argument: “These reserves were actually built up for a pandemic. He stepped in and found that reserves of this horrendous amount never have to be used. “
Even the Federal Council now officially declares that the reserves of the medical insurance companies are much higher than prescribed. That’s gratifying, said the SGB central secretary. On the other hand, at the Federal Council’s proposal that everything can still be done voluntarily: “Each fund can decide for itself whether it wants to reimburse something or not.”
500 francs per person?
At the beginning of the summer, the SGB demanded that the health insurance funds reimburse 500 francs directly to each person in Switzerland. Left-wing healthcare politicians recently wanted to establish a reimbursement obligation in the Covid 19 law, but were unsuccessful.
The Federal Council has insurers with high reserves that now deliberately calculate premiums strictly and thus avoid a premium explosion.
Others want the money too
The state government places its demand for reserve reduction at a time when the desire for reserves is already high: hospitals are already demanding money from these pots, as compensation for the loss of profits in the crown lock when no longer they could operate. .
Health Minister Alain Berset announced on Tuesday how much premiums will go up next year.
