There is nothing criminally wrong with the sale of the well-known thermal baths in Vals in Graubünden to the real estate entrepreneur of Churer Remo Stoffel. The Graubünden prosecutor suspended the proceedings after three years.
There were suspicions of unfaithful business operations in the room, as the Graubünden prosecutor announced on Wednesday. The process began after the Graubünden government filed a criminal complaint against unknown individuals in March 2017. Beat Fehr, the group’s leader at the St. Gallen investigative office, led the investigation as an extraordinary prosecutor.

This showed that the board of directors of Hotel und Thermalbad Vals AG in 2011 during the negotiations with Remo Stoffels’ company Stoffelpart did not cause harm to its own corporation or enrich itself. An expert opinion obtained from the prosecutor also concluded that the purchase price of Stoffel was above the intrinsic value of Hotel and Thermalbad Vals AG and should therefore be evaluated accordingly.
The written obligation to pay compensation to Stoffel is also not relevant under criminal law. The contracting parties agreed to pay Stoffel half a million francs if the sale does not materialize. This compensation payment corresponds to a “customary and adequate obligation,” the prosecutor wrote. The fact of the bribe was not fulfilled.
