New Superior Court Judge, Supreme Court Judicial Commissioner, and Designated Deputy Attorney General

SINGAPORE: Judicial Commissioner Chionh Sze Chyi Mavis has been appointed Judge of the High Court, while Attorney General Kwek Mean Luck will be Judicial Commissioner of the Supreme Court and Mr. Tai Wei Shyong will be Deputy Attorney General.

All three appointments were made by President Halimah Yaacob on the advice of the Prime Minister, the Prime Minister’s Office (PMO) announced on Thursday (November 26).

Judge Chionh’s appointment will take effect on March 12, 2021 and Mr. Kwek will begin his 18-month term as of January 4 of next year.

A graduate of Oxford University, Judge Chionh has nearly 30 years of experience in the legal profession. She has been a judicial commissioner of the Supreme Court since March 12, 2018. Before that, Judge Chionh was the second attorney general of the Attorney General’s Office (AGC).

“He had accumulated considerable and varied legal experience in both criminal and civil matters during his positions in the Supreme Court, State Courts and AGC,” said the PMO.

Mr. Kwek Mean Luck began his legal career on the Supreme Court in 1998, first serving as legal clerk to the justices.

The Cambridge University law degree was called to the Bar in 2002.

He also held positions in the Administrative Service, including Undersecretary (Industry) in the Ministry of Commerce and Industry, Undersecretary (Development) in the Public Service Division of the PMO, and as Dean and Executive Director of the School of Public Function.

Mr. Kwek was appointed AGC’s Second Attorney General in 2015 and has been AGC’s Attorney General since 2017. He was appointed Senior Counsel in 2017.

“During his tenure, Mr. Kwek represented the government and prosecuted several important cases before the Singapore courts,” said Attorney General Lucien Wong.

“He also led key transformations in the Attorney General’s Office, enhancing the capabilities of AGC officers, as well as the efficiency and quality of our work,” added Mr. Wong.

Mr. Kwek also served on the boards of various government agencies such as Sentosa Development Corporation, the Economic Development Board, and the School of Civil Service.

With the two new appointments, the Supreme Court will have a total of 26 justices, including the Chief Justice and four appellate judges, four judicial commissioners, four senior judges, and 17 international judges.

ASSISTANT ATTORNEY GENERAL APPOINTED

Tai’s term as Deputy Attorney General will take effect on January 1, 2021 for a period of three years.

He will join the team of Assistant Attorneys General that includes Mr. Lionel Yee and Mr. Hri Kumar Nair.

Mr. Tai has more than 20 years of experience in public service and has held other positions, including that of Under Secretary of the Ministry of the Interior and Director of the Department of Homeland Security.
