SINGAPORE: To overtake another driver, a man accelerated to twice the speed limit in the heart of the Central Business District. He ended up crashing into a crowd of pedestrians, trapping two people and running over the leg of a third victim.
On two counts of serious injury by reckless act and one count of causing injury by reckless act, Lim Wei Sheng, 27, was sentenced on Monday (September 21) to 15 weeks in jail and banned from driving for four years.
Another charge was taken into consideration for sentencing.
The court heard that Lim was driving in the second lane of a five-lane highway to Cross Street around 6 p.m. on April 15 of last year.
As he approached the intersection of Central Boulevard and Marina Way, Lim tried to pass a silver car in front of him.
He moved into the first lane before accelerating and passing the car. While trying to return to the second lane, a blue car in the second lane attempted to turn right onto Marina Way, crossing into its path.
To avoid colliding with the blue car, Lim swerved her car to the right, but lost control of the vehicle and collided with a metal bollard before colliding with a crowd of pedestrians waiting at a traffic crossing to cross the street.
Two women, ages 37 and 35, were trapped under Lim’s car, while the vehicle ran over the leg of a 40-year-old woman.
They were taken to hospital with injuries that included fractured ribs, open leg wounds, and a broken shin.
The 37-year-old, who was trapped under the car’s front bumper, underwent surgery to repair her broken leg and continues to receive psychological counseling for post-traumatic stress disorder.
She still has limited knee motion and pending ligament reconstruction surgery.
Investigations showed that Lim had traveled between 96 and 102 km / h a few seconds before the accident. The section of road he was on had a speed limit of 50 km / h.
A report from the Health Sciences Authority indicated that Lim had traveled about 170.5 m in his attempt to pass the silver car before the collision.
Lim knew that traveling in a straight line in a lane that only turns right at high speed was a reckless and dangerous act that endangered the lives of other road users.

The prosecutor asked for at least three months and four weeks in jail and a five-year driving ban.
Deputy Prosecutor Tan Zhi Hao said the accident was serious and occurred on the afternoon of a business day in the heart of the CBD.
“The defendant brazenly executed dangerous overtaking maneuvers, traveling in a straight line at a speed of up to 102 km / h for a mere 170.5 m distance in a right-turn lane, causing his vehicle to crash directly into a crowd of unsuspecting pedestrians, “he said.
The court took Lim’s guilty plea into account and allowed Lim to begin his prison sentence on October 12.
For causing serious harm by reckless act, Lim could have been jailed for up to four years, fined up to S $ 10,000, or both. For causing harm by a reckless act, you could have been jailed for up to a year, fined up to S $ 5,000, or both.
Offenses also impose driving bans if they are committed in connection with driving a vehicle.
