SINGAPORE – Under the pretext of holding a private photoshoot for a girl, a man handcuffed and blindfolded the teenager before abusing her.

Alaric Lim Qixian, a 20-year-old full-time National Serviceman (NSF), provided the props for the photo shoot and offered to tie up the 13-year-old girl for a “test run.”

On Monday (September 28), Lim, then an NSF from the Singapore Civil Defense Force, pleaded guilty to committing an indecent act with a child, a violation of the Children and Adolescents Act. He also admitted to two charges of insulting a woman’s modesty by recording videos under the skirts of two women. Probation and training reports were requested for Lim.

The teenager, now 15, cannot be named to protect her identity.

Lim got to know her in March of last year through a cosplay event. They exchanged Instagram details and began chatting on the platform.

During their conversation, Lim claimed that he was a photographer and offered to do a private shoot for her. She sent her several photographs of scantily clad women, which she called “risky.”

The girl declined the offer, but indicated that she would be interested in a private bondage photoshoot. She told Lim that there should be no nude shots of her and Lim assured her that she would not take those photos. She also said that she had no preference for the type of accessories.

Lim offered to let the victim have a test after school ended on May 22, 2019. He suggested doing it in a handicap bathroom in a relatively isolated area.

On May 22, 2019, the girl met Lim in Plaza Singapura in her school outfit, a black T-shirt, and shorts. They went to a toilet for the disabled on the fourth floor of Plaza Singapura where they spent the first 15 minutes playing a mobile phone game.

After the game, Lim took out a black rope that he tied around the girl’s clothes. He then put a black blindfold on her and handcuffed her hands behind her back with a pair of black leather handcuffs.

He then took the opportunity to abuse her over and under clothing for about 15 minutes. Although she felt shocked and disgusted, the girl did not cry out for fear of being hurt. After a while, Lim stopped and removed the girl’s restraints. He asked the girl if she was okay and she nodded.

The girl returned home and immediately took a shower, feeling disgusted by what she had experienced. She told her mother about the incident and filed a police report the next day after school.

Lim was arrested on May 23, 2019, and his phone was seized. A forensic examination revealed three upskirt videos that he took in January 2018. He recorded these videos at Bukit Panjang MRT while following two women down an escalator.

Lim will return to court on October 5.

For committing an indecent act with a child, Lim can be jailed for up to five years or fined up to $ 10,000. For insulting the modesty of any woman, you can be jailed for up to a year, fined, or both.
