SINGAPORE – A man accused of cutting an agent from the National Environment Agency (NEA) with a sickle was charged on Wednesday (November 11).
Vickneswaran Sivan, 30, is said to have cut off the back of the officer’s calves on November 9, around 7.40pm at Block 503C Canberra Link, while the officer was performing enforcement duties. Vickneswaran was charged with one count of willfully causing harm with a weapon.
Vickneswaran is also said to have struck a second NEA agent in the face at around the same time before fleeing. The two men were agents of Certis, who are NEA law enforcement officers.
According to a joint statement by the NEA and Certis, the two officers were on duty to “ensure the well-being of residents by enforcing public health crimes such as littering and smoking.”
Vickneswaran was not involved in the smoking control action, but was present.
The two officers were later transferred to Khoo Teck Puat Hospital conscious. One is currently recovering in hospital and in stable condition, while the other received outpatient treatment.
Police officers established Vickneswaran’s identity with the help of police cameras. They also seized a bloodstained sickle, found near the scene of the alleged crime, which is believed to have been used in the assault.
Vickneswaran is out on bail and will return to court on December 9.
If convicted, he can be jailed for up to seven years, or he can be fined, punished, or any combination of the penalties.
In a press release issued Tuesday, the police said: “The police have zero tolerance for acts of violence so blatant that they threaten the safety of public servants who are performing their duties. The police will not hesitate to take action against those who blatantly disobey the law. “
