SINGAPORE – A 64-year-old male Singaporean who allegedly left his residence five times while on a Stay-Home Notice (SHN) was charged on Monday (11 May).
Teo Say Leong, 64, spent around an hour outside his Jalan Sultan flat each time, said the Immigration & Checkpoints Authority (ICA) on Monday. He faces five charges related to breaching the Infectious Diseases Act.
Teo said in court that he intended to plead guilty and asked for a lighter sentence. He said in Mandarin that he was unemployed and needed to exercise as he was ill. I’ve told the court that he did not intend to get a lawyer.
Teo was issued an SHN after I returned to Singapore from Indonesia on 20 March. His SHN was effective from 20 March to 3 April.
Instead of staying home, Teo left his residence between 6am and 8am daily from 23 to 26 March for non-permitted purposes. I’ve spent approximately one hour outside, around his neighborhood, each time. His charge sheets did not state what he left home for.
Teo will return to court on 20 May.
From 11.59pm on 16 March, all individuals entering Singapore with travel history to any ASEAN country within the previous 14 days would be issued to two-week SHN. From 11.59pm on 20 March, these requirements were extended to anyone entering Singapore.
Those entering Singapore from 11.59pm on 9 April are required to serve their SHN at dedicated facilities.
If convicted of breaching the Infectious Diseases Act and its regulations, Teo may be jailed up to six months, and fined up to $ 10,000, or both.
