HDB and NEA appoint new executive directors of Government and Economy

Two statutory boards in Singapore separately announced changes in their leadership on Monday.

The current Executive Director (CEO) of the National Environment Agency (NEA), Tan Meng Dui, will become Executive Director of the Housing and Development Board (HDB) effective February 26, 2021.

This will take place after the current head of the public housing authority, Cheong Koon Hean, resigns from her post on January 1, 2021.

Meanwhile, from January 1 to February 25 next year, the acting CEO of HDB will be Fong Chun Wah. Mr. Fong is the deputy executive director (building) of HDB, where he leads the planning and implementation of construction projects through master planning, long-term planning, urban design, upgrading older cities and more. .

In the meantime, NEA will appoint Luke Goh to take over as chief executive officer effective February 26 next year, after Tan resigns.

HDB’s outgoing chief Dr. Cheong was instrumental in formulating and reviewing housing policies and construction programs, the statutory board and the Ministry of National Development said in a joint statement.

She spearheaded several housing initiatives to expand housing options to low-income households and improved housing grants for first-time home buyers. The 63-year-old has been CEO since 2010.

Dr. Cheong led HDB towards new approaches to providing highly livable and sustainable homes, with a focus on building strong communities. “Under his leadership, next-generation public housing projects have been progressively taking shape, raising HDB’s standard of living,” according to the statement.

Tan, who will move from NEA to head HDB, has been in charge of the environmental agency since October 2018.

Under his leadership, NEA made “significant progress” in reviewing key policies, building new capacities and implementing new programs, the statutory board said in a separate statement Monday.

The 53-year-old led the NEA’s responses in Singapore’s fight against the coronavirus pandemic, including overseeing disinfection efforts and public warnings. He also oversaw the rapid development of a sewage-based surveillance capability to assess transmission of Covid-19 in the dormitories of foreign workers.

Additionally, he spearheaded the SG Clean Campaign in February this year, to encourage individuals and businesses to keep public facilities clean to reduce the risk of disease transmission.

During Tan’s tenure, NEA enhanced the management model for the new hawker centers, helped improve the professionalism of the post-death service industry, developed the infrastructure for recycling, and launched the Tuas Nexus integrated development.

In addition, the agency led the government’s response to the 2019 haze episode and handled the historic dengue outbreak in 2020 under its direction, NEA said in its statement.

NEA’s incoming executive director, Mr. Goh, 45, is the undersecretary (trade) of the Ministry of Commerce and Industry. Prior to that position, he was senior director of the Public Service Division and, at the same time, institute director of the Institute of Governance and Policy of the Faculty of Civil Service.
