ERP Fees, COE Offer to Stay Suspended for Extended Period of COVID-19 Circuit Breaker

SINGAPORE: Electronic Road Pricing (ERP) charges will remain suspended on all portals during the extended “circuit breaker” period, the Land Transportation Authority (LTA) said in a press release on Wednesday (April 29).

The authority had previously suspended ERP charges effective April 6 in light of the heightened safe distancing measures implemented during the switch period, which began April 7.

Initially intended to end on May 4, the switch period has been extended through June 1.

ERP charges will continue to be suspended on all portals until the circuit breaker measures are lifted, LTA said.

Meanwhile, the bidding exercises for the Law Certificate (COE) for May will also be suspended until the extended measures are lifted.

COE exercises for April had already been suspended due to high safe distancing measures.

Dealerships can use their existing stock of temporary COEs to register new vehicles, LTA said. All existing and unused temporary COEs that expire on or after April 7 will be automatically extended for three months.

For owners who renew COEs for existing vehicles, the prevailing quota premium will be based on the average quota premium for the past three months in which the tender was held, the authority said.

Since the tender was suspended for April and May, the quota premium in effect for May and June will be based on the average quota premium for the bidding exercises conducted in January, February and March, he added.

More details will be provided for subsequent bidding exercises.

EXTENSIONS FOR VEHICLE-RELATED SERVICES

Extensions will also be granted for certain vehicle-related services, LTA said.

The period of periodical inspection of the vehicle for private cars will be extended for six months for those that expire during the circuit breaker period, or within three weeks after the end of the period (between June 2 and June 21, inclusive) .

The authority will also allow private car circulation tax to be renewed for six months if they have valid insurance coverage.

Freight vehicles, buses, taxis, private rental cars, and motorcycles will still need to carry out regular inspections as scheduled, and authorized inspection centers will remain open.

Seal inspection for off-peak cars will not apply to those whose circulation tax due date falls during the circuit breaker period, or within three weeks of the end of the period.

Owners who cancel their vehicle registration, or whose one-month elimination deadline falls within the switch period, will get an additional two months to do so.

In addition to this, homeowners whose removal deadline falls within one month of the end of the switch period (between June 2 and July 1, inclusive) will receive an additional one month extension to dispose of their vehicles.

Those who own commercial vehicles eligible for the early rotation scheme and who cancel their vehicle registration will have an additional two months to register a replacement vehicle under the scheme. This also applies to those whose registration deadline of one month falls within the circuit breaker period.

In addition to this, homeowners whose registration deadline falls within one month from the end of the circuit breaker period will have an additional one month extension.
