Electric scooter driver crashed into LTA officer while avoiding capture

SINGAPORE – While traveling towards a checkpoint, an electric scooter driver tried to avoid being stopped by officers from the Land Transportation Authority (LTA), but collided with one.

Soh Hann Kwang, 46, was traveling at 40km / h along the Punggol Park connector on Sengkang West Avenue on August 25, 2018 when she encountered LTA officers.

He pleaded guilty to voluntarily causing harm to a public servant in the line of duty. A criminal use of force charge against another public servant will be considered when he is convicted on November 19.

On August 25, 2018, at approximately 8 p.m., LTA officers Irfan Syakirin Azmi and Asrul Fahmi Rashid were deployed to carry out enforcement duties along the Punggol Park connector on Sengkang West Avenue.

They both wore bright yellow polo shirts, with the words “Land Transport Authority” and the LTA logo, and black pants. Each of them was also equipped with a whistle and a traffic wand.

Other LTA officers had also established a checkpoint above the park connector to stop passengers and perform checks on the electric scooters.

Around 10 p.m., LTA officers observed about 20 people, including Soh, riding on electric scooters along the park connector. Instead of stopping at the checkpoint, the group broke up and some electric scooter riders, including Soh, made a U-turn and headed for Sengkang West Avenue.

His supervisor ordered Irfan and Asrul to stop the approaching group of motorcyclists. The duo observed about 10 cyclists heading towards Gerald Drive, with Soh in front of the group without the headlights on.

Irfan then blew his whistle, as Asrul flicked on the traffic wand and waved it at the group of electric scooter riders, signaling them to slow down. Most of the electric scooter riders made a U-turn to avoid Irfan and Asrul.

However, Soh maintained her speed and tried to avoid the officers as she traveled towards the duo. Asrul, who was a little ahead of Irfan, managed to quickly move aside to avoid a collision, but Soh collided with Irfan. They both fell to the ground and Soh was detained by the other LTA agents.

The LTA officer suffered bruises and strains

Later, Irfan was transferred to the hospital. He suffered contusions to his limbs, a strain to his right thumb and groin. They gave him two days of medical leave.

For willfully causing harm to a public servant in the performance of his duty, Soh faces a jail term of up to seven years, or a fine, or flogging, or any combination of penalties.
