SINGAPORE: The 40-year-old Chong Pang City neighborhood center will receive a rejuvenation in the form of a new development integrated with a community club, market and hawker center, and facilities such as swimming pools and shops .
The 0.9-hectare multi-story development, larger than a football field, will be called Chill @ Chong Pang. It will be located on the site of the current Chong Pang Community Club and block 102 Yishun Avenue 5, a four-story commercial block of the Housing Board to be acquired by the Singapore Land Authority (SLA), authorities announced on Tuesday (8 May September).
SLA has announced the acquisition of the affected land and will assist the owners and tenants of the affected stores through the acquisition process, it said.
The block consists of 17 stores sold on the ground floor and 51 stores rented by HDB. Part of the surface parking will also be affected.
Chill @ Chong Pang, announced by Nee Soon, Member of Parliament (MP) K Shanmugam, will feature three swimming pools, a gym, fitness rooms, a commercial space suitable for parents with young children and more than 300 car parks.
Noting that Nee Soon GRC has experienced many new developments over the years, Mr. Shanmugam, who is also the Minister of Home Affairs and Law, said, “This Chill @ Chong Pang is another such advance. I think it will be very welcome by the residents of Nee Soon, because it not only serves Chong Pang… Nee Soon South is on one side, Nee Soon Central is on the other side, all just a short walk away. “
Residents of nearby Nee Soon East and Nee Soon Link will also be able to enjoy the facilities, he added.
The Chong Pang Market and Food Center, which has 56 cooked food stalls and 123 market stalls, in blocks 104 and 105 and three kiosks in blocks 101A, 101B and 101C will be relocated to the replacement market and downtown peddling once development is ready.
Kiosk merchants and tenants can continue to operate in their original locations until the new building is ready. The vacated site will be redeveloped into a community plaza by 2028, Shanmugam said.
Merchants and tenants will be offered “full market compensation,” he added.

Chong Pang City is the first neighborhood center of Yishun New Town and is about 40 years old. Current services and facilities in Chong Pang City are “aging” and “in need of rejuvenation,” SLA, the People’s Association, the National Environment Agency and Sport Singapore said in a joint press release.
Construction of the new integrated development is expected to begin in the second half of 2022 and be completed in 2027.
