Trade and Industry Minister Chan Chun Singh said yesterday (Nov 12) that the new specific job pass, Tech.Pass, will not displace local workers and is intended to strengthen Singapore.
Tech.Pass, launched yesterday, aims to attract founders, leaders and technical experts with experience from established or fast-growing tech companies to contribute to the development of Singapore’s tech ecosystem. It differs from the current job pass system in that applicants will not need to be sponsored by a particular company.
The new scheme will allow pass holders flexibility in activities such as starting and operating a business, being an investor, employee, consultant or director in one or more Singapore-based companies, advising start-ups and lecturing at local universities.
Tech.Pass will be open for application in January 2021, with 500 spots available from launch.

The Government has positioned the new scheme as part of Singapore’s multi-pronged approach to developing a strong base of technology and talent companies to ensure Singapore remains globally competitive. He also said that Tech.Pass “will create more opportunities for local tech talent to work in globally competitive teams alongside top tech talent from around the world.”
Chan presented Tech.Pass yesterday in a closed-door dialogue with the European Chamber of Commerce (EuroCham). At the meeting, Mr. Chan spoke about the need to meet the global talent demand. He said:
“Let’s be very frank. Not even huge countries like the United States and China will claim to have enough talent, much less a more diverse talent roster comprising people with different talents.
“We also have a lot of work ahead of us to meet the growing demand for skilled labor from companies that are in Singapore and companies that want to bring these people to Singapore. If we don’t compete for these companies, we will quickly lose them in other locations. “
Echoing a statement he made more than a year ago, Chan added: “We prefer that the best talents compete on the side of the Singapore team competing against Singapore.”

In dialogue with EuroCham, Chan went on to say that Tech.Pass aims to attract “Top-tier global talents” come to Singapore to create new business opportunities either by themselves, in association with Singaporean companies or in association with institutes of higher education “To transform the next generation of tech talent.”
Added: “This is a program where we will not only look at someone’s credentials in terms of qualifications, but also how they have contributed to the global technology ecosystem.
“This is not one that mid-level people will enter and compete at a job pass level. These are truly the best talents we are looking for. “
Chan also answered questions about whether Tech.Pass will put local workers into increased job competition. Stating that the new scheme will place foreign talent in a “different category” of job pass holders, the ruling party politician said:
“This is not about replacing the locals… These are the entrepreneurs we want. It’s not about working for a particular company to take on the jobs of the locals, this is a totally different pot of fish. “
He added that Tech.Pass holders “Bringing with them not only knowledge and networks, but also the type of contacts they have throughout the global system … so that this strengthens us as a technological center for the region, if not for the world.”
