SINGAPORE – Selected retail operations may resume as of May 12, as part of Singapore’s easing of the COVID-19 switch measures announced on Saturday (May 2).

The following activities may resume operations at the site, with additional safe distancing measures provided by Enterprise Singapore (ESG), the Housing and Development Board (HDB), the Singapore Tourism Board (STB), and the Urban Redevelopment Authority (URA):

Retail and Online Delivery Guidelines

All other non-essential retail operations will remain suspended. Retailing and online delivery can continue, only if the business meets the following guidelines:

  • Retail stores should not be open to customers. These establishments must clearly indicate that the store is closed for business;

  • Staff can access business premises when necessary to fulfill online order delivery;

  • Customers cannot pick up merchandise from retail stores. Fulfillment of online orders should be done only through delivery (eg third party logistics providers, SingPost, POPS stations);

  • Retail establishments should limit the number of staff within their facilities (eg, warehouses, stores) to the minimum number required for order fulfillment. No other activities should be carried out within the facilities;

  • Collection and delivery are spaced and contactless;

  • Delivery personnel must observe at least one meter space at all times and not group together.

Safe distancing measures in retail establishments

Retail establishments that are allowed to open must implement safe distance measures and establish a queue management system to minimize overcrowding within their facilities.

They should implement contact tracking by using the SafeEntry app by May 12 to facilitate efficient collection of information from visitors. They must also ensure that all staff and clients have their masks on, and that there is at least a one meter gap between clients at all times.

Establishments should use floor markers to clearly demarcate queue lines for customers at entrances, cashier counters, changing rooms, or when needed. They should encourage the use of automatic payments, cashless or contactless payments, to speed up the payment process and reduce cash handling.

All shopping malls, independent stores and supermarkets must also perform temperature checks for customers at entrances to detect customers with fever. Additionally, supermarkets are encouraged to provide dedicated shopping hours for vulnerable groups and to remind customers to limit entry to one per family when shopping at their stores.

All retail establishments must also implement sanitation and hygiene measures listed by ESG on their website.
