An arrest warrant was issued for a man accused of exposing his private parts and sexually stimulating himself in front of a woman at the National University of Singapore (NUS) science library on April 10 last year.
Xiong Jiawei, now 28, was a student at NUS when he allegedly committed the crime.
The Singaporean was accused last year of insulting a woman’s modesty. He could have been jailed for up to one year and fined if convicted of this crime.
Since then, the charge has been reduced to that of committing an obscene act in public, for which he can be jailed for up to three months and fined if convicted.
The arrest warrant was issued on October 26 of this year. The state courts website did not state why the order was issued at the time.
On Monday (December 7), a review of the matter was held in state courtrooms.
Another review has been scheduled for June 7 next year, as Xiong is on the run.
In an earlier statement, the university said disciplinary sanctions had been imposed on Xiong, including suspension of the candidacy for two semesters and mandatory evaluation by a psychiatrist, as well as mandatory counseling.
A spokesperson for NUS said: “The university takes a serious opinion of any misconduct by our students. We conducted an internal investigation into the incident and provided pastoral care to affected students.
“The disciplinary sanctions imposed by the disciplinary board are part of the student’s formal educational record at the university. There are also security measures in place to safeguard the well-being of our students on our campuses.”
