SINGAPORE – Police are investigating four cases of suspected abuse of the Employment Support Program (JSS), and 444 employers are denied nearly $ 10 million in JSS payments.

In a press release on Friday, the Internal Revenue Authority of Singapore (IRAS) said about 2,200 employers have been selected for review for the July payment of the JSS, a wage subsidy scheme intended to help employers retain local workers amid COVID. -19 pandemic.

Employers under review will have their payments withheld until they can submit supporting documents to IRAS to verify the authenticity and accuracy of mandatory CPF contributions made.

“Your payments will be adjusted or denied if problems are found during the review, and egregious cases will be referred to the Police. This is part of IRAS anti-gambling efforts to ensure that JSS payments are disbursed fairly and correctly. ”IRAS said in the press release.

Unacceptable practices observed

By the end of September, IRAS has received documents and completed the review of more than 1,400 employers. Close to $ 10 million of JSS payments to 444 employers have been partially or fully denied.

Four cases were referred to the police, after IRAS uncovered suspicions of abuse, such as employers submitting false documents to substantiate their eligibility for the JSS.

Some of the other unacceptable practices observed include:

  • Employers who place employees on unpaid leave, cut or cut monthly wages, but continue their mandatory employee CPF contributions, in order to get more JSS payments than they are entitled to

  • Employers who make mandatory CPF contributions for non-genuine employees;

  • Employers who ask employees to pay back a portion of their monthly salary for the month in cash, but continue with their mandatory CPF contributions for employees.

Whistleblower reports

IRAS said that about 50 employers have voluntarily declared incorrect mandatory CPF contributions they have made for their employees. Your JSS payments have been adjusted prior to disbursement.

The authority has also received more than 300 reports from whistleblowers about employers suspected of having abused the JSS. She said that each report will be thoroughly evaluated.

Those who have abused the JSS can be jailed for up to 10 years and / or fined.
